It's really quite simple.
MI has soldiers embedded in all the ANTIFA cells(many other terrorist cells as well). When the time is right they are going to create Floyd 2.0 riots x100 but much bigger.
Bombs and such.

70% of congress would flee, get arrested or quit
Then 2 things will happen.
a) All major cities, states and the federal government including congress will lose control over the population and they be forced to give up all there power to Trump.
b) Trump will have full authority to send in the military in every major city.
Congress has, over decades, handed the executive branch a toolbox of powers that can flex hard in a crisis—especially under the banner of “national security.” Laws like the Patriot Act (2001), the National Emergencies Act (1976), and even older stuff like the Defense Production Act (1950) give the President broad latitude to act when things hit the fan. Add in the Insurrection Act, and a President could theoretically lock down cities, seize resources, or deploy troops domestically if they call it a threat to the nation. Congress has basically pre-signed a blank check, trusting (or not caring) that the executive won’t cash it too hard.
