Sir Keir Starmer has announced he will abolish NHS England, the quango that manages the health service.

Under plans set out by the Prime Minister, NHS England, which was created by the Tory-led coalition government to give the NHS independence from government oversight, will be abolished within two years.

In a major speech at a research and development facility in Hull this morning, Sir Keir said the creation of the quango in 2012 was “a clear moment when the Tories crossed the Rubicon”.

“I don’t see why decisions about £200 billion of taxpayer money on something as fundamental to our security as the NHS should be taken by an arms-length body,” he said.

“And I can’t, in all honesty, explain to the British people why they should spend their money on two layers of bureaucracy.”

Saying that the money should instead be spent on nurses, doctors and GP appointments, Sir Keir said abolishing the arms-length body NHS England would “put the NHS at the heart of government where it belongs.”

Staff numbers at NHS headquarters will also be halved as part of an overhaul overseen by Sir Keir and Wes Streeting, the Health Secretary.

Asked by a cancer patient how the reforms would work in practice, Sir Keir went on to say: “Among the reasons we’re abolishing it are the duplication.

“If you can believe we’ve got a communications team in NHS England, we’ve got a communications team in the health department, a strategy team in NHS England, a strategy team in the government department.

“We’re duplicating things that could be done once. If you strip that out, which is what we’re doing today, that then allows us to free up that money to where it needs to be, which is the frontline.”

The Tories welcomed measures to streamline the health service but noted the Government had not set out a plan to cut numbers in the “bloated” civil service.

NHS leaders, meanwhile, warned that changes “will cause disruption while the transition is taking place” during a time of intense pressure on services.

During a subsequent question-and-answer session with civil servants, Sir Keir hinted the future of all quangos could be discussed.

“I suppose I’m a bit reflective and I’ve asked for all the regulatory bodies to be put on the table,” he said.

“I’ve said to every single member of the Cabinet, I want every single regulatory body that comes within your remit to be identified. I want you to look at them all, I want to put them on the table and have a look at them.

“And there’s too many, and we’ve got too many arms-length bodies and agencies and yes, my reflection is we’ve got to cut through that.”
