HHS Secretary Kennedy Stops Placement of Migrant Children in Shelters Where Alleged Sex Abuse Occurred

The Department of Health and Human Services (HSS) will stop placing Unaccompanied Alien Children (UAC) in care and placement shelters operated by Southwest Key Programs Incorporated. The move was announced as a measure by the Trump administration to end sexual abuse and harassment of UACs placed in the facilities during the search for sponsors in the United States.

 

Southwest Key operates 27 residential shelters that provide temporary living arrangements for UACs in Texas, Arizona, and California and has been the largest provider of such shelters for unaccompanied alien children in the United States. Southwest Key operates these shelters through grants from the HHS Office of Refugee Resettlement. These children are minors who enter the United States without parents or other legal guardians and lawful immigration status in the United States.

 

On Wednesday, HHS Secretary Robert F. Kennedy Jr. announced the decision to stop placement and immediately relocate UACs currently in Southwest Key facilities to other shelters. In a statement announcing the decision to terminate placement of UACs at Southwest Key Programs, Kennedy stated the following, “This administration is working fearlessly to end the tragedy of human trafficking and other abuses of unaccompanied alien children who enter the country illegally.”

 

“For too long, pernicious actors have exploited such children both before and after they enter the United States. Today’s action is a significant step toward ending this appalling abuse of innocents,” Kennedy added.

 

Texas-based Southwest Key Programs Inc., which runs the impacted shelters, announced on Tuesday that it would furlough 5,000 employees working at the non-profit facilities nationwide. According to HHS records, Southwest Key received over $2 billion in federal funding for shelter services for UACs between 2021 and 2024 under the Biden administration.

 

According to the Department of Justice, in July 2024, the department filed a civil lawsuit against Southwest Key, alleging that it had, through its employees, subjected unaccompanied alien children in its care to unlawful sexual harassment and abuse. The agency will now part ways with Southwest Key programs out of continuing concerns relating to these placements. According to the DOJ, a review of federal grants with the organization will begin. The Department of Justice dismissed its lawsuit against Southwest Key following HHS’s action.

 

In the DOJ announcement, Attorney General Pamela Bondi stated, “Securing our border and protecting children from abuse are among the most critical missions of the Department of Justice and the Trump administration, under the border policies of the previous administration, bad actors were incentivized to exploit children and break our laws: this ends now.”

 

Under the Biden administration, HHS’s Office of Refugee Resettlement (ORR) received referrals to care for 468,929 unaccompanied alien children abandoned at the U.S.-Mexico border between 2021 and 2024. In 2020, during the last full year of the Trump administration’s first term, ORR received only 15,381 referrals for UAC arrests at the border.

Kamala Campaign’s Latest Reported Scapegoat For Failure: Her Chair HeightMarch 13, 2025 (Who to tell is advising these people?)

 

Former Vice President Kamala Harris’ campaign became obsessed with the height of her chair during media hits and other appearances, according to an excerpt of “FIGHT: Inside the Wildest Battle for the White House” by Jonathan Allen and Amie Parnes.

 

Harris and her running mate, Minnesota Gov. Tim Walz, sat down for their first interview of their campaign in late August, more than a month in, taking questions from CNN’s Dana Bash.Observing that the former vice president looked smaller than Walz, campaign officials worried that would reinforce the ongoing criticism that she was “incapable, or afraid of answering tough questions on her own,” Allen and Parnes write in their book, set to release in April.So the campaign implemented strict rules on what chairs she was allowed to sit on while running for president, according to the excerpt.

 

“For the rest of the campaign, her team required that she be provided a chair that met certain specifications: ‘Leg height no less than 15 inches; floor to top of seat height no less than 18.9 inches; arms on chairs may not be very high, arms must fall at a natural height; chairs must be firm,'” Allen and Parnes write in an excerpt of their book.

 

Pressure mounted on Harris in the first month of her campaign asshe avoided sit-down interviewsand her staff were quoted reversing several of her policy stances. In her first interview,she brought her running mate along and continued to try to explain her flip-flops.

 

“When you were in Congress, you supported the Green New Deal, and in 2019, you said, quote, ‘There is no question, I’m in favor of banning fracking.’ Fracking, as you know, is a pretty big issue, particularly in your must-win state of Pennsylvania. Do you still want to ban fracking?” Bash asked.

 

Harris responded by at first telling the CNN host that she no longer wanted to ban frackingand she had made that clear in 2020 when she was running for president. Bash countered by pointing out that Harris had previously said in a 2019 town hall that she did in fact want to ban fracking. The CNN host then asked Harris why she wanted to change her 2019 position in 2020.

 

On the campaign trail, chair height wasn’t the only reported issue. The Harris campaign reportedly wanted to distance itself from President Joe Biden, but instead the vice president struggled to do so.

 

“If anything, would you have done something differently than President Biden during the past four years?” co-host of “The View” Sunny Hostin asked Harris in early October to kick off her lineup of friendly interviews.

 

“There is not a thing that comes to mind in terms of, and I’ve been apart of most of the decisions that have had impact,” Harris began. “The work we have done, for example, capping the cost of insulin at $35 a month for our seniors. It’s something I care deeply about, about allowing Medicare to negotiate drug prices and bring the cost of prescription medication down for seniors but my intention is to expand that for all Americans.” (Trump’s EO and law passed that policy, both Bidan and Harris claimed credit)

 

The failure to distance herself from Biden reportedly occurred because of pressure from the president himself.

 

Ahead of her first, and only, presidential debate against now-President Donald Trump, Biden called Harris to give her some advice, Allen and Parnes write in their book.

 

“Whether she won or lost the election,he thought, she would only harm him by publicly distancing herself from him— especially during a debate that would be watched by millions of Americans. To the extent that she wanted to forge her own path, Biden had no interest in giving her room to do so.He needed just three words to convey how much all of that mattered to him,” the book reads.

 

‘No daylight, kid,'” Biden said, according to the book.

A British jury convicted United Nations Judge Lydia Mugambeon Thursday of forcing a Ugandan woman into domestic servitude after luring her to the U.K. under false pretenses.

 

Mugambe, who also serves as a high court judge in Uganda, brought the victim to Britain under the guise of securing her a job in a diplomatic household —only to make her work as an unpaid maid and nanny.She confiscated the victim’s passport and visa, leaving her trapped until she was able to contact a friend, who alerted authorities, according to a Thames Valley Police statement.

 

“Lydia Mugambe used her position to exploit a vulnerable young woman, controlling her freedom and making her work without payment,” Eran Clutliffe,an attorney for the Crown Prosecution Service’s Special Crime Division, said.

 

The 49-year-old judge, who wasstudying for a doctorate at the University of Oxford at the time, according to her profile on the U.N.’s website, wasfound guilty on four charges, including forced labor, an immigration offense and conspiracy to intimidate a witness. Mugambe is also listed onColumbia University’s websiteas a fellow in their human rights program==.

 

Prosecutors argued she “exploited and abused” the victim’s lack of knowledge about her rights to keep her in a state of servitude.

 

Mugambe leveraged her connections within the Ugandan High Commission in Londonto secure a visa for the victim,presenting it as an official employment opportunity, according to court testimony. Instead of placing the woman in a diplomatic household, however, Mugambe brought her to her private residence and forced her to work without pay.

 

The case shocked observers, with audible gasps heard in the courtroom as theverdicts were delivered at Oxford Crown Court, according to the Associated Press. Mugambe reportedly appeared distressed and unwell following the decision, prompting the judge to clear the courtroom.

 

Mugambe, who was appointed to a U.N. international court in May 2023, denied all changes. She is now scheduled for sentencing on May 2.
