Another thing Nazis did with propaganda was "Float" an outrageous idea. They had "listeners" in cafes, stores mivie lines etc. If public was repulsed, they pulled it back, worked on baby steps to push people in that thought direction and then reintroduced to figure out what was effective and what wasn't.
