It is difficult to know anything with absolute certainty these days (if ever), but it is most likely that IF a 'civil war' was to spark off, the biggest losers would be Government and its army of bureaucrats and 'enforcers'. The Rules ("laws") would be reduced to profound simplicity overnight.
Im not saying that's a good OR bad thing, it just is what it is.
