Remember what I said a long time ago. You cannot hold an agency accountable only people who give illegal orders. Underhill doesn't name anyone but says the CIA, well that is probably tens of thousands of people. Sounds like no investigation was done because at the end of the day, you cannot hold an agency accountable only people.
