DOGE Official Is Taking a Leadership Role at USAID

A senior official at Elon Musk's Department of Government Efficiency is taking a leadership role at the U.S. Agency for International Development, giving DOGE direct authority over an agency it has worked to dismantle, according to an email obtained by The Associated Press.

 

Pete Marocco, a Trump administration political appointee who was serving as deputy head of USAID, disclosed the change in the email to State Department staff.

 

It comes after Marocco and DOGE oversaw the gutting of 83% of USAID contracts, shifting the remaining programs under the State Department.

 

Marocco said in his email he will serve as the State Department's head of foreign assistance.

 

Marocco wrote that Secretary of State Marco Rubio will "effective immediately" designate Jeremy Lewin as deputy administrator for policy and programs at USAID and as chief operating officer.

 

Lewin is a DOGE official who has worked with Musk's government-cutting efforts at USAID and other federal agencies.

 

Rubio also designated Kenneth Jackson as administrator for management and resources who will also serve as the agency's chief financial officer. President Donald Trump also appointed Jackson as acting president of the U.S. Institute for Peace, a government think tank meant to promote conflict resolution.

 

The email outlining the DOGE team member's appointment came the same day a federal judge ruled that Musk and DOGE appeared to have no constitutional authority for their two-month effort helping the Trump administration shut down State and USAID foreign assistance funding, fire staffers and terminate humanitarian and development contracts.

 

U.S. District Judge Theodore Chuang in Maryland, in a ruling Tuesday, indefinitely blocked DOGE from making further cuts to the agency.

 

The ruling came in a lawsuit filed by USAID employees and contractors, who argued that Musk and DOGE are wielding power that the Constitution reserves only for those who win elections or are confirmed by the Senate. Their lawyers said the ruling "effectively halts or reverses" many of the steps taken to dismantle the agency.

State Department Floats New Foreign Aid Framework

State Department leaders are beginning the process of shaping a new blueprint for programs and systems used to distribute American foreign aid.

 

Politico reports the effort has not been officially announced. The outlet said it obtained a document that outlines the major changes that, if put into practice, would change nearly every aspect of U.S. foreign aid programs.

 

President Donald Trump was sworn into office on Jan. 20, the day he ordered the sweeping changes.

 

The opening line of the executive order reads, "The United States foreign aid industry and bureaucracy are not aligned with American interests and in many cases antithetical to American values."

 

The order points to contradictory efforts funded by taxpayer dollars: "They serve to destabilize world peace by promoting ideas in foreign countries that are directly inverse to harmonious and stable relations internal to and among countries."

 

The Department of Government Efficiency's review of the waste at the U.S. Agency for International Development is the target of court battles.

 

The Politico report said the new prioritization plan appears to be in line with what Trump has indicated he wants in place and could affect U.S. access to energy sources.

Judge Won't Block DOGE Takeover of US Institute of Peace

A federal judge is declining a request by leaders of the U.S. Institute of Peace to block the Trump administration's takeover of the independent nonprofit created by Congress.

 

The Hill reports U.S. District Judge Beryl Howell said in a hearing that she was alarmed at how representatives of Elon Musk's Department of Government Efficiency worked their way inside the institute offices, but said board members who have been fired likely have no standing to file in their official capacity because they've been fired.

 

Howell said Wednesday she was offended by DOGE staff's use of threats and law enforcement to gain access to the USIP headquarters and to remove the institute's president, George Moose, from the building on Monday.

 

But she declined to immediately restore the former board members, who filed the lawsuit late on Tuesday, to their positions. Howell also declined to bar DOGE staff from USIP's headquarters, which they gained access to on Monday in part with the help of the police.

 

The Hill reports three law enforcement departments had personnel on hand at the institute on Monday to essentially leverage DOGE workers inside.

 

President Donald Trump last month in an executive order targeted USIP and three other agencies for closure in an effort to deliver on campaign promises to shrink the size of the federal government.

 

USIP is a think tank, which seeks to prevent and resolve conflicts. It was created and funded by Congress in 1984. Board members are nominated by the president and must be confirmed by the Senate.
