Look again. It doesn’t float. Floating in air would behave the same say as floating in water. Sometimes your hair would move ahead of your motion.
All these ‘hairs’ are stiffly hairsprayed. No movement.
Now maybe they do that to keep hair out of their face? No, that would mean a scrunchie with the ends still moving freely as if under water—but faster.
So the stiffly hairsprayed loose hair is just for special effects.
