can be easily geolocated and done quickly. If it’s a throw away phone, those can be quickly discovered where the phone was purchased and you can take it from there. This is a no brainer. Swatting is dangerous, will get innocent people killed and those perpetrators must be thrown in prison for a long time. Also, an investigation to determine if there are additional resources or people that exist that are behind this swatting who think they will get away with it, prosecute them to the fullest extent of the law as well.
We know how to do this and it has to end.

Man causes $3000 worth of damage to a Tesla Model Y after smashing it with a suitcase.
The incident happened at the Ontario Airport Parking Lot in Ontario, California.
"Although it’s dark, we have lots of detail here, including his suitcase, the logo on his shirt and a pretty clear facial visual. Unfortunately, police have made little progress in identifying him."

Ukraine carried out a major drone attack today on Russia’s “Engels-2” Air Base in the Saratov Oblast, which is home to a majority of the Russian Air Force’s long-range strategic bomber fleet including all of its Tu-160/M2s. Drones targeted both munition and fuel storage facilities at the base, causing a massive explosion which was heard and seen well over 20 miles away, and resulted in serious damage to the base as well as nearby towns. Dozens of casualties have so far been reported, with unverified claims of damage to several strategic bombers.
