I think this time lag before revocation of clearances (Comey, Brennen, Clapper, etc) also has to do with the strategy of optics.
The People had to see these Black Hats out themselves in front of the whole public venue, just to show us how bad they really are. Now that Rand Paul has pointed it out publicly, Trump now has more than legal grounds to add Sedition with their other charges.
