This is all bullshit. The modern legal system works just like Russia collusion. You pile enough crap on top of each other until it becomes true. Who is regulating who can fired in Federal positions? If it's the president he can remove them whenever he wants. Congress and the judiciary CAN'T regulate it unless they are staffing a department created by the president. Which means the president can just delete the department. ANY actions by congress or the judiciary is a violation of the separations of powers and a violation of the constitution, congress can't dictate or regulate what the executive branch does with the power the constitution gives it. If the executive branch staffs a department they can fire them just the same.
