Parents don't need to be paid for educating their own kids.
A kid's education starts at home with mom teaching them how to wash their hands and tie their shoes. The government doesn't pay moms for teaching their own kids those things.
If a kid is sent to public school, does the parent get paid for sitting with their kid at night and helping him with his homework?
It is not the Government's job to feed, clothe, or educate children. That is the parents' job.
As in money.
Don't take the money.
Because, yes, once you take the money then you have to follow their regulations.
Homeschoolers don't want their kids to be subjected to the government brainwashing system. They want to do things their own way as they see fit for their own kids.
