USAID programs in Egypt

USAID programs in EgyptFor more than four decades, the collaboration between the U.S. and Egypt has thrived, thanks to the dedicated efforts of the USAID.Since 1978, USAID has made a substantial investment of more than $30 billion in Egypt, focusing on crucial sectors such as education, health, economic development and governance. With the poverty rate in Egypt standing at 29.7% across its population, USAID is doing everything it can to support the overall growth of the country. The tangible impact of USAID programs in Egypt is evident in the positive transformations across Egyptian society, reaching women, minorities, and the broader population.

Education for Empowerment

Education stands at the core of USAID’s commitment to Egypt’s future. More than half of students in Egypt do not even meet the lowest benchmarks when it comes to international test assessments. However, the agency has significantly enhanced reading abilities in early grades, creating a foundation for lifelong learning. With a specific focus on STEM education, USAID has established schools and degree programs to equip students with the skills needed for a rapidly evolving job market. By fostering critical thinking over rote memorization, USAID is not only contributing to Egypt’s economic growth but is also preparing a skilled workforce for the challenges of the 21st century.

A noteworthy initiative in this regard is the USAID Egyptian Pioneers program which was established in November 2022, for which USAID has awarded the American University in Cairo $86 million. This nine-year cooperative agreement aims to provide scholarships and training to Egyptian students, emphasizing sectors critical to “Egypt’s economic growth, including women’s empowerment, health, digitization…” The program seeks to build a more inclusive and capable workforce, addressing the needs of young, low-income Egyptians and empowering them with market-relevant knowledge and skills.

Economic Growth and Prosperity

With its investment, USAID has facilitated the expansion of telecommunications networks and enhanced water and wastewater facilities, benefitting more than 25 million people. By supporting the private sector, USAID has created jobs, stimulated entrepreneurship and strengthened enterprises, contributing significantly to the realization of Egypt’s Vision 2030.

To support Egyptian university students in launching successful careers, USAID, alongside the Egyptian government and private companies, is setting up 30 career centers at 22 public universities. These centers will offer internships, training and other career development programs. USAID has also organized three virtual career fairs, connecting students with employers and generating nearly 20,000 job opportunities.

Additionally, USAID is partnering with Google to provide 500 students with professional certificates. In workforce development, USAID is enhancing technical education to meet industry needs, resulting in thousands of jobs and internships. It is implementing the “3R” strategy with 30 companies to recruit, retrain, and retain workers.

Agricultural Transformation

Recognizing the vital role of agriculture in the Egyptian economy, USAID has invested $1.4 billion in the sector since 1978. These investments have not only increased agricultural export revenue by 1,500% but have also empowered small-scale farmers. Through innovative technologies, training and market-oriented strategies, USAID has elevated the entire agriculture value chain, ensuring that farmers meet international standards and gain confidence in their products.

The Feed the Future Egypt Rural Agribusiness Strengthening initiative is a USAID program that began in 2018 and has continued expanding into 2023, USAID aids farmers in improving self-reliance and producing export-quality crops. Aligned with the U.S. Government’s global hunger and food security campaign, this program connects Egyptian farmers and food processors with domestic and international markets, offers financial support and promotes food safety practices. Additionally, it modernizes agribusinesses by upgrading processing facilities, refrigeration trucks and irrigation systems. USAID programs in Egypt like this one are being used to grow the agricultural sector in order to help economic growth and food security within the country.

Current Programs and Future Prospects

The ongoing USAID programs in Egypt reflect a commitment to sustainability and continued impact. The Center of Excellence for Agriculture established in 2019 and expanding into 2024 supports research necessary for the steady growth of Egypt’s economic and agriculture sectors. Providing them with vital agricultural information that can be used to capitalize on Egypt’s current agricultural strengths.

In education, USAID’s initiatives such as STEM Teacher Education, Early Grade Learning, Teach for Tomorrow and Literate Village are addressing the challenges in the education system and preparing students for the demands of the modern workforce.

As the partnership between the U.S. and Egypt continues to evolve, USAID remains dedicated to creating lasting positive change. Through strategic investments, collaborative efforts and a focus on sustainability, USAID contributes to the realization of a prosperous and inclusive Egypt.

For four decades, the American people through USAID have helped to improve the quality of life for Egyptians through nationwide programs in health, education, governance, and economic development. Our program in Egypt, totaling nearly $30 billion since 1975, has directly and fundamentally supported concrete achievements that have improved the lives of and futures of Egyptians.

We have helped to eliminate polio and significantly reduce infant and maternal mortality rates. There are libraries in all 39,000 public schools in Egypt due to USAID support, and we are working to ensure that all children learn to read in the first grade. We improved and expanded telecommunications networks, which was critical to Egypt’s ability to increase trade and investment. In greater Cairo, we supported the reduction of lead levels in the air by more than 65 percent. We helped to decentralize the water and sanitation sector and have improved water and wastewater facilities in Greater Cairo, the North Coast, and Upper Egypt that benefit 27 million people. Conservation work at some 70 sites throughout the country has included groundwater lowering at the Giza Plateau, protecting the Sphinx and other internationally and historically significant cultural treasures. Further, over the past three years, we have added 40,000 new jobs to the market.

USAID programs are designed in coordination with Egyptians to create sustainable prosperity. Programs seek to improve agricultural and water productivity and enhance livelihoods in rural zones where poverty and lack of jobs, especially for youth and women, are issues. USAID helps to ensure that future generations will have the tools to succeed and provides opportunities for Egypt’s large youth population as it enters higher education and the workforce. We seek to enhance the contributions of civil society as a whole – with a focus on women and youth – to build institutions and to achieve political and economic reforms.

Accordingly, more than 500 Egyptian women will engage in leadership and professional training, undergraduate and postgraduate scholarships, and study-abroad programs in the United States.

AUC President Ahmad Dallal said, “Leading the USAID Egyptian Pioneers program is a great honor for AUC. We commit to extending our longstanding leadership and excellence in education, capacity development and training to ensure the sustainable integration of the public, private and academic sectors. Egyptian Pioneers will surely leave an enduring impact on Egyptian society, advancing Egypt’s economic development and progress toward its Vision 2030. AUC Receives Second Largest Grant in University History, $85 Million, Toward USAID Partnerships for Educational Progress

September 18, 2023

The American University in Cairo has been awarded an $85 million grant from the United States Agency for International Development in Egypt toward USAID Partnerships for Educational Progress. This new five-year program aims to strengthen and transform higher education across Egypt through knowledge and capacity building to more effectively address the country’s development priorities.

The program will enable higher education institutions to:

Strategically plan, manage and monitor their education systems more effectively

Deliver high-quality, interdisciplinary education that meets market demands and facilitates graduate employability

Provide inclusive access to a modern environment equipped with new technologies and scientific resources

This comes shortly after USAID awarded AUC $86 million, the largest grant in University history, for USAID Egyptian Pioneers — making AUC the biggest USAID implementer in the higher education field across Egypt.

"We are grateful for the generous support and trust of USAID in entrusting AUC to take on this ambitious project. We believe that this project will make a significant impact on the higher education landscape in Egypt,” expressed AUC Provost Ehab Abdel-Rahman. “Through collaboration among Egyptian universities, U.S. higher education entities, and the private sector, we can foster an environment of innovation that can prepare students for the jobs of tomorrow, ultimately resulting in a more resilient and prosperous economy. This can be achieved by co-designing initiatives that bring together traditionally separate entities for the benefit of all."

USAID Partnerships for Educational Progress will be conducted in collaboration with the Ministry of Higher Education and Scientific Research, U.S. and Egyptian higher education institutions, and the private sector. It will accelerate the ministry’s vision to transform Egypt’s national universities into integrated, world-class, market-relevant, and modern learning centers equipped with state-of-the-art technology and scientific resources while preparing and connecting Egyptian students to the workforce.

USAID Mission Director Sean Jones said, “USAID has a strong historic partnership with the American University in Cairo and the Ministry of Higher Education and Scientific Research to offer quality education to thousands of young Egyptians. In partnership with Egyptian and American partner universities, USAID’s new investment will prepare Egypt's higher education institutions to produce the next generation of leaders who are capable of addressing Egypt’s most pressing challenges.”

The consortium will consist of at least 12 Egyptian HEIs - both public and national – based on selection criteria. The final number of partnerships or consortiums will be determined in coordination with USAID. The proposed minimum target of 12 HEIs will benefit nearly half the existing Egyptian HEI ecosystem, leaving room to cascade implementation to the remaining Egyptian HEIs not initially included in the activity. Involved HEIs will deploy learning to the non-participating HEIs through a training of trainers model to ensure program sustainability and eventual expansion of learning to all Egyptian universities.

The Partnerships program will also include private sector companies that will work with the project team and universities to develop curricula pertinent to market needs as well as opportunities for experiential learning. The program will help ensure Egyptian students have access to inclusive, high-quality degree programs and support services, in addition to promoting student-centered, work-based learning opportunities that result in smooth transitions to employment.

AUC has a longstanding history of successful USAID awards over the past decade and has led numerous large-scale programs that focus on higher education, such as University Centers for Career Development, Center of Excellence for Water, USAID Scholars Activity, USAID-AUC Merit Award, and the recently awarded USAID Egyptian Pioneers.

Egypt signs $14.25 mln initiative with USAID, UNDP, GFCR for protecting Red Sea coral reefs

Shahd Hashem, Tuesday 3 Sep 2024

Egyptian Minister of Environment Yasmine Fouad witnessed on Tuesday the signing of the Egyptian Red Sea Initiative (ERSI) project document at $14.25 million, in collaboration with the United Nations Development Programme (UNDP), the Global Fund for Coral Reefs (GFCR), and the US Agency for International Development (USAID).

A ministerial statement said the initiative, funded by USAID with a total of $14.25 million, aims at protecting and sustaining the Red Sea's coral reef environment.

Minister Fouad indicated that the project includes establishing the Egyptian Fund for Coral Reefs (EFCR), which will provide grants to civil society and non-governmental organizations supporting coral-friendly activities.

The fund will also implement a long-term plan to raise donations to ensure coverage of all operational costs, offer blended financing, and provide grants for investments that benefit coral reefs.

Moreover, the project will create a coral reef business incubator to finance environmentally friendly projects.

Such projects support the expansion of micro, small, and medium-sized enterprises (MSMEs) with positive impacts on coral reefs, community initiatives, and businesses that benefit local communities, contributing to sustainable development and protection of marine resources in collaboration with international partners.

The initiative, first announced at COP27, will run from 2024 to 2030.

It will contribute $5 million to the EFCR as a seed capital for financing approved projects and businesses.

The remaining $9.25 million will support programme activities and cover operational costs for the first two years.

In addition, Fouad highlighted that this initiative is a crucial step in Egypt's efforts to preserve its natural heritage, bringing together multiple stakeholders to develop financial solutions that benefit the coral reef environment and local communities.

She also emphasized the importance of coral reefs as a vital part of the marine ecosystem and a key contributor to Egypt's economy through the tourism and fishing industries.

Fouad stressed the urgent need to protect these reefs from increasing threats, including climate change, overfishing, and unsustainable tourism practices.

Furthermore, the project aims to protect nearly 99,899-hectare coral reefs in the Egyptian Red Sea, including 13,637 hectares in the Wadi El-Gemal National Park and 50,612 hectares in the Northern Red Sea Islands Protected Area.

According to the statement, UNDP Resident Representative in Egypt Alessandro Fracassetti stated that the initiative will bring new resources, partners, and capacities that efficiently manage and protect coral reefs. This aligns with Egypt's national priorities and sets a global example of environmental conservation.

For his part, USAID Mission Director Sean Jones noted that this initiative builds on decades of Egyptian-American partnership in protecting natural resources and empowering local communities to adapt to climate change.

The USAID fund will contribute to establishing the EFCR, which will provide blended financing opportunities and support the creation of a coral reef business incubator.

Additionally, the UNDP will be involved in identifying investment opportunities, ensuring the application of environmental and social safeguards, monitoring outcomes, and providing comprehensive programme management.

The University of Bristol (UK) will participate in the scientific aspects of coral aquaculture to enhance ecosystem resilience and aquarium trade, in collaboration with the GFCR, according to the ministry statement.
