Chairman: Nunes - 5:06 pm

Nunes-R. Carson-D Castro-D Conaway-R Crawford-R Gowdy-R Heck-D Himes-D

Hurd-R King-R LoBiondo-R Quigley-D Rooney-R Ros-Lehtinen-R Schiff-D Sewell-D

Speier-D Stefanik-R Stewart-R Swalwell-D Turner-R Wenstrup-R

p.(page) 3 – first item is a request from (Schiff) to call attention to the (full) House a

classified memo prepared by the minority

p 5 – Schiff: there are only two members of the committee who have read the backup

documents, Gowdy and Schiff

"It will be our intention with respect to the minority memoranda to have that vetted by

the DOJ and FBI, regardless of what the majority decides to do with its own memoranda.

(to allow doj and fbi to address allegations made in the memo)

Schiff: my motion to allow the entire committee access to the underlying documents was

voted down on a party-line basis

p 7-8 – Quigley: And let's not forget –

the Russians hacked into 36 States' boards of election and Director Comey said they will

be back,

p 8 – bannon was supposed to appear wed morning (per subpoena)

p 9 – bannon and Lewandowski refused to answer the same questions

p 12 everyone voted "aye" to release the minority memo

p 18 - at the request of the FBI Director, committee staff went to FBI headquarters

this afternoon and shared the memo with two senior FBI employees for their input

p 21 - (re: allowing the FBI to appear and comment on release of the memo)

Chair: I would urge you to vote no, we are not going to be briefed by people that are

under investigation by this committee

p 23 - Quigley asks if the majority had consulted or discussed this with the WH

Chair answers, as far as he is aware, no

p 24 – this investigation has introduced a very sharp and ugly brand of partisanship

into the committee. I understand that we will release the majority memos unredacted

p 25 – since only two on this committee have read the underlying documents we

must consider the liabilities - perhaps our political careers. If it turns out that the majority

memo is wrong, there will be hell to pay. Same with the minority memo.

There are only two who have any sense at all over whether it is right or wrong.

(Part 2)

p 27 - Swalwell – I don't accept that the DOJ and FBI are under investigation.

They are under oversight. By the Chairman's logic they could never review… It could be

another Inspector General or the ODNI.

p 28 - Schiff: (he goes on about subpoenas and investigations) he didn't support

subpoenas to doj and fbi because he wasn't told about them first.

"I think what we are seeing here is the result of having a president of the u.s. who does

not respect the institutions of our gov or a system w/ checks and balances"

Our understanding from the DOJ is that they concur that there are serious factual

inaccuracies in the memo

p 30 – vote to have the doj and fbi review and comment on the memo = 9 "ayes" 12

"noes"

p 33 – Schiff: motion to release to the public the minority memo if the majority

memo is also released – and to have the doj and fbi review it before releasing

p 34 – Conaway: I said I was confident releasing to the House the minority memo

unread. I think that would be irresponsible to take that issue this afternoon. We should

follow our similar path and allow House members to come and read it first. I think it

is premature to release it to the public. I oppose the motion to marry the minority

report with the majority report at this stage.

p 36-37 – there seems to be a minority memo "available for the past 20 minutes"

that no one has had the chance to read, and Schiff says he provided the same notice that

the majority did a week or so ago

p 38 – Schiff continues: We are going to take a step that you aren't, which is, when this is

voted out of committee, if you are going to follow through with your

commitment to transparency, we are going to have the DOJ and the FBI read our memo

and redact it before it goes public. If you are serious, you will do the same.

p 39 – Sewell: accuses committee of politics, should let doj and fbi view it first

page 39 – Swalwell: it is inconsistent to release the minority memo to House but not to

the public

p 40 – Castro: neither memo released, the underlying documents are not available

p 41 – vote to send minority memo to the president with majority memo

(8 "ayes" and 12 "noes" one "present")

p 44 – vote to release to the public "the material contained in the classified

executive session committee memo made available to the House on Jan 18"

result: there are 11 "ayes" and 9 "noes"

p 46 – the motion is adopted and the committee shall transmit notification to the

president of the committee's intent to publicly disclose material contained in the (memo)

p 47 – Schiff: motion to release minority memo to the public – a second vote on it

(vote=same as before, Hurd later votes "aye")

p 51 – Schiff: motion to release the transcript of this meeting to the public

Chair: they are made public anyway, aren't they?

Schiff: I want to be sure it is made public tomorrow

Chair: it depends on the transcribers, we will get it out as soon as they are finished

Schiff: how soon can the transcript be available?

Chair: the transcribers do not answer questions to the members

Schiff: well, she probably is in the best position to answer that question

Chair: we will get it out as soon as possible

My take on the Nunes fisa memo meeting:

Schiff introduced the minority memo at this meeting with no time to read it. 10 pages. Then demanded it be sent to the House first like the majority memo, delaying for another week.

Schiff also wanted to have the DOJ AND FBI allowed to review the memo and address the allegations made in it. If not, he would send his minority memo ANYWAY.

The Nunes memo had already been seen by Wray and also was sent to two FBI senior officials for viewing. It does not say who they were.
