I've been told there is a rumor going around the Houston Medical Center that the doctor who was murdered the other day while cycling was killed by cartels. The story goes that the FBI asked him to coax a patient of his to come in for some tests so that they could capture him and that the cartel found out.

Again, this is just a rumor, and that's all I know.

I don't see how that blind is related. This is about the cardiologist that was assassinated in Houston on 7/20/18. The blind you reference is from January.
