CONTEXT: Hillary Clinton is weighing in on "Signal-gate"
Clinton is an expert on 18 USC 793, the criminal statute for mishandling national defense/classified intel.
July 2016, FBI Director Comey confirmed highly classified intel, including Special Access Programs or SAP was found on Clinton's unsecured personal server for government business.
SAP is highly restricted because sources and methods are fragile, can include human spying.

•seven e-mail chains concern matters that were classified at the Top Secret/Special Access Program level when they were sent and received
•110 e-mails in 52 e-mail chains have been determined by the owning agency to contain classified information at the time they were sent or received.
•Eight of those chains contained information that was Top Secret at the time they were sent
•36 chains contained Secret information at the time
•eight contained Confidential information
