The question is, does "OLD GUARD" refer to the old political establishment alone?

Could it also refer to the 3rd US Infantry Regiment (currently has three active battalions, and is readily identified by its nickname, "The Old Guard," as well as "Escort to the President".)

Just throwing out ideas.

I think it's obvious, the old guard would refer to old money controllers like the Rothchilds, DuPonts, Bronfmans, etc… But, it could mean "long standing members of [the R/D] party". Or, it could mean the 3rd Infantry. (Doubtful, but possible).
