GUANGZHOU, China — At his factory in southern China, hat supplier Jeffy Ma is trying to keep up with global demand as well as President Donald Trump’s seismic changes to international trade.
Trump announced on Wednesday a new round of 34% “reciprocal” tariffs on Chinese goods, part of tariffs he imposed on countries around the world over what he says are unequal trade relationships with the United States. China responded on Friday by imposing the same levy of 34% on U.S. imports, escalating the trade war between the world’s two biggest economies.
With the combined U.S. tariff on most Chinese imports now at least 54%, the cost of many everyday goods produced in China — from hats to auto parts to electronics — is set to rise.

While Trump has promised the cost of the new tariffs will be borne by countries such as China, Ma says it is American consumers who will mainly pay the difference in the form of higher prices.
His company, Ace Headwear, sews, embroiders and finishes golf visors, cycling headwear and baseball hats for brands such as Wilson and Fila, as well as for Major League Baseball teams. About 40% of the hats his 350 employees make are sold to the United States.
“For us, the manufacturing profit is very low, so we cannot absorb so much,” Ma told NBC News last week at his factory in the southern Chinese manufacturing hub of Guangzhou. “I think the final result is that the consumer in U.S.A., they will pay.”

The 34% tariffs come on top of earlier tariffs of 10% each that Trump imposed on Chinese goods in February and March. China had announced retaliatory tariffs in response to those as well.
“It’s a mess,” Ma said of the tariffs. “It’s a challenge to all of us.”As the cost of doing business with the U.S. increases, Ma is looking to sell more to China and other markets.
He has also considered building new factories in Southeast Asia, where China has shifted some production in an effort to avoid U.S. tariffs. That may be less appealing, however, now that Trump has slapped tariffs as high as 49% on countries such as Vietnam, Thailand and Cambodia, keeping China relatively cost-effective as a manufacturing base.

Even before Trump’s latest tariff announcement, Ma said, relocating to Southeast Asia was far from a perfect solution, given China’s role as the world’s largest manufacturing powerhouse with a skilled labor force and efficient supply chains.
Nor is it realistic for factories like his to move to the U.S., he said, due to the country’s lack of skilled sewing workers, which he said can be difficult to find even in China.
Most of the workers at his company, which was founded in 2014, have a decade or more of experience, Ma said, “so their efficiency is higher.”
Countries such as Vietnam are trying to persuade Trump to roll back his tariffs, and China may also be willing to negotiate, said Tianchen Xu, senior China economist at the Economist Intelligence Unit, a financial forecasting service…

.@VDHanson makes a compelling case for the @realDonaldTrump tariff strategy, but gets one issue incorrect. He describes the Trump tariffs as reciprocal and proportional to those other nations have assessed on us.
In actuality, the Trump tariffs were set at levels substantially above, and in many cases, at a multiple of the counterparty country’s tariff levels.
Initially, the market responded favorably, up more than one percent when Trump referred to ‘reciprocal tariffs’ in his Rose Garden speech. It was only when he put up a chart showing the actual tariffs that the markets plunged.
We can divine from this response that market participants are supportive of the administration using tariffs as a tool to lower the asymmetrical tariffs of our trading partners, but are highly concerned with tariff levels set well in excess of a corresponding country’s levels.
So why did Trump take this approach?
The answer goes back to ‘The Art of the Deal.’ Trump’s negotiating style is to ask for the moon and then settle somewhere in between. It has worked well for him in the past so he is using the same approach here.
The market’s response is due to the fear that if this strategy fails and the tariffs stay in place, they will plunge our economy into a recession. And we don’t need to wait for failure as it doesn’t take long for a high degree of uncertainty to cause economic activity to slow.
Press reports today have said that all deals are now on hold. This is not surprising. Capitalism is a confidence game. Uncertainty is the enemy of business confidence.
The good news is that a number of countries have already approached the negotiating table to make tariff deals, which suggests that Trump’s strategy is beginning to work. Whether this is enough to settle markets next week is unknowable, but we will find out soon.
The idea that Wall Street and investors are opposed to the President’s efforts to bring back our industrial base by leveling the tariff playing field is false. Our trading partners have taken advantage of us for decades after tariffs were no longer needed to help them rebuild their economies after WWII.
The market is simply responding to Trump’s shock and awe negotiating strategy and factoring in some probability that it will fail or otherwise lead to an extended period of uncertainty that will sink us into a recession.
The market decline has been compounded by losses incurred at so-called pod shops and other highly levered market participants that have been forced to liquidate positions as markets have declined.
Stocks of even the best companies are now trading at the cheapest valuations we have seen since Covid. If the President makes continued progress on tariff deals, uncertainty will be reduced, and the market will begin to recover.
As more countries come to the table, those that have held out or have reciprocated with higher tariffs will have growing concerns about being left behind. This should cause more countries to negotiate deals until we reach a tipping point where it is clear that the strategy will succeed. When this occurs, stocks will soar.
Trump’s strategy is not without risk, but I wouldn’t bet against him. The more that markets support the President and his strategy, the higher the probability that he succeeds, so a stable hand on the trading wheel is a patriotic one.
An important characteristic of a great leader is a willingness to change course when the facts change or when the initial strategy is not working. We have seen Trump do this before. Two days in, however, it is much too early to form a view about his tariff strategy.
Trump cares enormously about our economy and the stock market as a measure of his performance. If the current strategy works, he will continue to execute on it. If it needs to be tweaked or changed, I expect he will make the necessary changes. Based on the early read, his strategy appears to be working.
Let’s help him succeed. It’s the least we can do.

“She used it all the time,” one source added to the Reporter, noting that the then-DNI was using Signal “on her personal phone.” Attempts to reach Haines via phone, email, and LinkedIn were unsuccessful.
The revelation came as a shock to senior House Republicans, including several on the Foreign Affairs and Intelligence Committees.
At least one Republican is likely to press for further answers on the matter.
The Reporter previously covered how Democrats in Biden’s orbit and in the United States Senate have relied on the encrypted messaging application.
Rep. Jasmine Crockett (D., Texas) even praised the application a few days ago.
Several other top intelligence officials in the Biden administration reportedly relied extensively on Signal to conduct their jobs; the Reporter will follow up on these tips in the coming days.
The Reporter reached out to Sens. Mark Warner (D., Va.), Dick Durbin (D., Ill.), Tim Kaine (D., Va.), and Chris Murphy (D., Ct.), as well as Reps. Hakeem Jeffries (D., N.Y.) and Jamie Raskin (D., Md.) —all have fiercely criticized Trump officials for using Signal; none responded to requests for comment.

The Trump administration has fired the head of both the National Security Agency and US Cyber Command, the BBC’s US partner CBS has reported.
The removal of General Timothy Haugh comes amid what appears to be a wider purge of top security officials at the agency and at the White House.
Democrats have said they are “deeply disturbed” by the move and say it jeopardises national security.
It is not clear why Gen Haugh was removed, but it comes after a meeting between President Donald Trump and far-right activist Laura Loomer on Wednesday.
Ms Loomer reportedly urged Trump to fire specific employees whom she suspected lacked support for his agenda.
She posted on X that Gen Haugh and his deputy Wendy Noble, who US media reported was also sacked, “have been disloyal to President Trump. That is why they have been fired.”
Before their firings were reported,Trump told reporters he would get rid of any staff deemed to be disloyal.

Zelensky used lie detectors to investigate leak – FT
The Ukrainian leader reportedly tried to identify who published the details about the draft minerals deal
Ukrainian leader Vladimir Zelensky has made ministerial staffers take lie detector tests in an effort tofind out who leaked the draft of the minerals deal with the US, the Financial Times (FT) reported on Saturday, citing government officials.
According to FT, the tests had been administered across several ministries after Zelensky instructed Ukraine’s domestic security service to investigate the leak.
The draft, which was first reported by opposition Ukrainian MP Jaroslav Zheleznyak, outlined the mechanism for the US to manage revenues from oil, gas, and mineral projects.Ukrainian officials told FT that they were “caught off guard”by the scope of the latest American demands.
US President Donald Trump has been trying to persuade Kiev to sign the minerals agreement since February. At the same time, he refused to provide specific security guarantees to Ukraine, arguing that joint business ventures would be enough to deter Russia.
Earlier this week, Trump accused Zelensky of “trying to back out” of the deal and warned that he would face “big problems” if the agreement failed to come through. Speaking to CNN, he reiterated that Ukraine will “never be a member of NATO.”
The attempt to sign a deal in late February was aborted after Zelensky’s heated argument with Trump and Vice President J.D. Vance in the White House.
The US planned to sign the deal during Zelensky’s visit to the White House in late February. “He got to the Oval Office and blew up what should have been the easiest thing to do in the world,” US Treasury Secretary Scott Bessent said in an interview with journalist Tucker Carlson published on Friday.

EU must strip Hungary of voting rights – Estonian FM
Brussels will have to return frozen assets to Moscow this summer if Budapest blocks a sanctions extension, Margus Tsahkna has said
The EU needs to deprive Hungary of its voting rights within the blocto ensure sanctions on Russia stay in place, Estonian Foreign Minister Margus Tsahkna has said. Budapest has long advocated a diplomatic solution to the Ukraine conflict and called for restrictions against Moscow to be lifted.
Hungary is allegedly “playing on [Russian President Vladimir] Putin’s team” and “not on our European team,” Tsahkna told the German newspaper Rheinische Post in an interview published on Saturday. He stated that Budapest could bloc some key decisions related to the bloc’s policy on Russia in the near future, since they require unanimity.
In particular, Hungary could block the next extension of sanctions on Moscow, Estonia’s top diplomat said. “If they block this in June, not only will the sanctions expire, but we would have to hand over the €240 billion to Putin,” Tsahkna said, adding that EU nations would then have to fund Kiev’s war effort with the money “from our taxpayers.”
The foreign minister was referring to Russian sovereign funds frozen by Western nations following the escalation of the Ukraine conflict in February 2022. An estimated $300 billion worth of assets were frozen in total, with around $213 billion of that held by Euroclear, a Brussels-based clearing house. The frozen funds have already accrued billions in interest, of which Euroclear transferred €1.55 billion ($1.63 billion) to Kiev last July.
According to Tsahkna, Hungary should be stripped of its voting rights to prevent the funds from being unlocked.“Article 7 of the Treaty on European Union provides for the possibility of withdrawing a member state’s voting rights if it endangers the securityof [the EU] and that of the other members. So that’s exactly what Orban is doing,” he claimed, adding that the bloc is “getting closer and closer” to such a step.
He also suggested confiscating the Russian assets, claiming that “there is a legal way to do this” but providing no details. The idea has repeatedly been floated, with some EU members, including France and Spain, reportedly pushing for the move.
Belgium, which hosts Euroclear, has opposed confiscation, calling it “an act of war.” The EU has previously rejected seizing the money as well due to legal and financial stability concerns.
The Kremlin has condemned any seizure of Russian assets as “theft” and warned of serious legal repercussions, hinting at possible retaliatory measures against Western investments in Russia.

Macron could lead EU talks with Russia – Telegraph
The French president could become contact man for the “coalition of the willing” supporting Kiev, the outlet has reported
French President Emmanuel Macron may take the lead in engaging Russia on behalf of Kiev’s European backers in a bid to end the Ukraine conflict, The Telegraph has reported, citing an Elysee Palace source.France’s leader is reportedly not averse to talks, in contrast to British Prime Minister Keir Starmer.
Macron is said to be willing to be a negotiator “when the time is right,” the source told the paper, who added however that time has not yet come. In March, Macron stated that he was “ready to talk” to Russian President Vladimir Putin but only when Kiev and its European backers decide that “the time is right.”
In early March, Macron and Starmer stated that they were ready to lead a “coalition of the willing” consisting of European countries ready to support Kiev with troops and aircraft if it struck a peace deal with Moscow.Ukraine’s backers in Europe now want someone to head their own talks with the Kremlin independently of US President Donald Trump’s peace effort, the Telegraph reported.
Earlier this week, Finnish President Alexander Stubb said he would like to see either London or Paris talking to Moscow. “My personal preference would be that our representatives of the coalition of the willing would be doing that. In other words, France or the United Kingdom,” he said.
Starmer has “no plans” to engage in any talks with Russia, the British newspaper reported.
The Kremlin has denied receiving any requests for talks from the EU or the UK. “There have been no such signals so far,” the Russian president’s spokesman, Dmitry Peskov, told journalists on Friday.
According to The Telegraph, London and Paris are “happy” to let Washington’s peace efforts play out but want more pressure exerted on Russia.Some of Kiev’s European backers also hope that Trump will “lose patience” with Moscow and ramp up active military support for Ukraine.
Britain and France have emerged as Ukraine’s strongest supporters, while the US stance has shifted under the Trump administration. In March, American and Russian delegations met in Saudi Arabia and agreed to begin normalizing relations.
Moscow and Washington have been trying to negotiate a diplomatic settlement to the Ukraine conflict, achieving limited progress with a partial ceasefire. Russia has accused Ukraine of violating the truce and claimed that British specialists were involved in a recent strike. Moscow has also rejected the idea of NATO-aligned European troops being stationed in the conflict zone, accusing London and Paris of planning a military intervention that could lead to a direct conflict with NATO.
