I have been falsely booked into local lockup myself… most of the other people there looked like homeless people being used to jack up the state/federal billing for holding inmates in the jail. Just my speculation on that last part, but i wouldn't be the least bit surprised if (ROTTEN) cop shops all over the country do the exact same thing.

I have tried many times, but i have been mostly unsuccessful getting active duty to sit down and talk. Many i suspect are good inside, but they buyinlarge simply DO NOT KNOW what it says. I try to interview them, honestly and without prejudice… but it doesn't take them long to feel some kind of flight or fight response after a few opening questions. Very few can sit for more than ten or twenty minutes before they seem to get nervous. I give them an easy out, and offer to meet again someday. Only TWO (out of hundreds) has had the courage to get down in the weeds of the real 'Social Contract'.
