Weiner laptop “Insurance File” > 2015 he'd be 40/41 – when was the file made?

Just a thought, maybe others already got this. A big deal has been made about “an insurance policy in the unlikely event you die before 40” text, but the lynchpin to the Clinton Foundation blowing open seems to be found on Weiner's laptop and his insurance file.

Is it possible that Strzok was making a veiled reference to that file in that text or no? He was the counterintelligence head, and now it's very clear with the Wolfe indictment that a counterintelligence leaker-dragnet has been underway.
