It's fantastic that the federal government stepped in to stop the waste of supplemental water supply and improve the reliability of the California State Water Project and Central Valley Project, since the projects were partially federally funded.

However, please note there is zero water tributary to California that originates in Canada. A very small tributary area in Oregon in the Pacific Northwest does flow into California and the Klamath River, but it does not include any tributary area in Canada. You may want to confirm this fact with Devin Nunes or a good geographer.

Some of the tributaries of the Columbia River in the Pacific Northwest do originate in Canada, so perhaps whomever is advising you may be confusing this fact with waters tributary to the State Water Project and the Central Valley Project, none of which originate in Canada.
