In the case of the video, that was an armed intruder with no legal right to be there and was acting very threatening, he should have been ended right there.
No. QI is abused constantly and should not exist as it was unlawfully legislated from the bench and is a CLEAR violation of equal protection under the law. In reality, unless there is an almost identical case under almost identical circumstances where a LEO was found to have violated rights, the cop will get QI because the court says they can't reasonably be expected to know. Ignorance of the law is no excuse for citizens but it's the go-to excuse for cops and courts.
