The EOs allow the president to designate corruption and those practicing it as enemy combatants. This allows them to be arrested and tried by the military (tribunals).

There are four EOs that go together to do this.

Note that they appear to affect other things, such as the Human Trafficking, but each one makes it clear that corruption is also targeted.
