was prepared in 2002 by DOJ's Office of Legal Counsel, presumably at the request of the president. It contains conclusions regarding the President's power to detain enemy combatants who happen to be on U.S. soil and are either foreign or U.S. citizens.

I recommend reading it in preparation for tomorrow + days to come. It's written as a legal opinion, similar to a legal brief. Cites plenty of case law and gets into construction of the law based on intention of the legislature and how a new statute fits into a context within the U.S. Code. I'm not a lawfag (although much background reading legal stuff) but was able to understand it.
