Why the CIA is for Hillary Clinton

In an op-ed column in Friday’s New York Times, former top CIA officialMichael Morellpublicly endorsed Democratic presidential nominee Hillary Clinton. In the article, Morell branded Clinton’s Republican opponent, Donald Trump, asa pawn of Russian President Vladimir Putin.

 

Morell retired from the CIA in 2013after a33-year career, having spent two decades in high-level positions in Washington. His duties included preparing the President’s Daily Brief for George W. Bush. For three years he was deputy director, running the agency day-to-day, and he had two stints as acting director, for three months in 2011 and for four months in 2012-2013.

 

The crimes with which Morell is associated arelegion. He was a top official throughout the period ofCIA kidnappings(renditions) of victims who were then held in secret prisons and tortured.He helped lead the CIA when it was carrying out drone missile assassinationsand other forms of covert state terrorism. Throughout his tenure inLangley, Virginia, the CIAwas engaged inwar crimes in Afghanistan, Iraq, Libya, Yemen, Syria and many other countries.

 

After Morell left the agency,Obama appointed him to the President’s Review Group on Intelligence and Communications Technologies, whichprepared a whitewash of National Security Agency spyingfollowing the revelations by Edward Snowden.He then moved seamlessly to a position as a well-paid media commentator for CBS News, while joining the campaign of former CIA officials to block the release of the Senate Intelligence Committee report on CIA torture.

 

That such an individual comes out publicly in support of Hillary Clinton says a great deal about the nature of the Democratic presidential campaign and the type of administration Clinton will head in the event that she wins the November election.

 

Morell’s op-ed column appears under the headline: “I Ran the CIA. Now I’m Endorsing Hillary Clinton.” As far as the New York Times is concerned, support for Clinton from an organization that is identified around the world with torture and murder should be shouted from the rooftops. It is something to be proud of, a positive credential for the Democratic presidential nominee.

 

The former CIA official declares Clinton “highly qualified to be commander in chief,” praises “her belief that America is an exceptional nation that must lead in the world,” and notes that in the internal discussions over US intervention in the Syrian civil war, “she was a strong proponent of a more aggressive approach.”

 

Morell denounces Trump as unqualified to be president, in part because of his volatile personality and lack of national security experience, but mainly because of his supposed connection to Russia.

Wanted: Political ‘rabbits,’ shadow presidency

Dear Democratic National Committee,

 

Desperate times call for desperate measures. Much of what we stand for as Americans is under siege, not by some foreign enemy or terrorist group, but by our president and his appointees.

 

So what can you do as the opposition party? I would suggest that you learn from long distance track events. In those races, there are almost always one or two runners who are the “rabbits,” those who go out early and set the pace until the final laps.

 

These “rabbits” rarely if ever win. In many races, the rabbits don’t even finish. Once they have contributed to setting a fast early pace, they drop out. But they have done their assigned jobs, and the eventual winner is grateful for their sacrifice.

 

The same occurs in bicycle races such as the Tour de France. The road to victory for the eventual winner is paved by teammates who go out ahead only to be eventually caught by the favored racers. The “rabbits” rarely receive the credit they deserve. In fact, it is only those on the podiums who know that the accolades and medals they receive depend on the sacrifice of these unsung teammates.

 

I hope the analogy needs little explanation. Being the minority in the Senate and the House, the Democrats find their voice easily drowned out by the majority. Yet the country cannot wait three years before Democratic candidates take aim at the White House.

 

What the country needs is one or two political “rabbits,” courageous and charismatic leaders with government experience to begin the race to the White House now. Yes, the protests against Trump in the streets of our country and in the streets of frightened countries around the world will continue, but Trump seems little affected by this resistance. And Republican senators and representatives have already figured out a way to ignore the concerns of their constituents. They simply don’t answer their phones.

 

What is needed is a strategy whereby the will of the American people cannot be ignored. That is the role of the “rabbit.” With every false and dangerous step taken by the Trump administration, the “rabbit” would articulate to the media, to a dispirited American public and to nervous world leaders how different the United States would be and will be with the next president.

 

As with the long-distance race and the Tour de France, these political “rabbits” need not actually be the most viable candidates in 2020. Their function is to provide a needed contrast to the Trump administration now, a reminder that America’s values are still intact. Such spokespersons would be messengers of hope, giving the much-needed message to our country and world that this administration too will pass.

History and Purpose

The 1994 Amendments to the Social Security Act (the Act) authorize the Children's Bureau to review state child and family services programs to ensure compliance with the requirements in titles IV-B and IV-E of the Act. This includes systematic monitoring of the Title IV-E Foster Care Program, which provides funds to title IV-E agencies (states and Tribes) to assist with the costs of foster care maintenance for eligible children; administrative expenses to manage the program; and training for staff, foster parents, and certain private agency staff. Title IV-E foster care funds are awarded to the 50 States, the District of Columbia, Puerto Rico, and federally-recognized Indian Tribes, Indian Tribal organizations and Tribal consortia with approved title IV-E plans, and are available as open-ended entitlement grants through single-year appropriations. The program’s focus, which is articulated in statute, is children eligible under the pre-welfare reform Aid to Families with Dependent Children (AFDC) program and removed from their homes due to maltreatment, lack of care, lack of supervision, or other problems attributed to a relative caregiver. Specifically, the program permits title IV-E agencies to claim reimbursement for a portion of foster care expenditures for children who are removed from home and placed in foster care, and who are eligible based on the former AFDC program (in effect July 16, 1996).

 

In 2000, HHS published a final rule in the Federal Register to establish a new approach to monitoring state title IV-E agencies.

 

Title IV-E Foster Care Eligibility Reviews

The Children’s Bureau conducts title IV-E foster care eligibility reviews (IV-E reviews) in accordance with 45 CFR §1356.71 to monitor the title IV-E agency’s substantial compliance with certain requirements of title IV-E at §472(a) of the Act and implementing federal regulations at 45 CFR Parts 1355 and 1356 pertaining to:

 

Judicial determinations regarding “reasonable efforts” and “contrary to the welfare”

Voluntary placement agreements

Responsibility for placement and care vested with the title IV-E agency

Child's eligibility for Aid to Families with Dependent Children (AFDC) under the state plan in effect July 16, 1996

Child’s placement in a licensed foster family home or child care institution

Safety requirements are met by the child's foster care provider

The IV-E reviews are conducted by a team of federal and title IV-E agency representatives. The review team examines a random sample of foster care cases, provider files and payment documentation on children for whom the title IV-E agency claims reimbursement of title IV-E foster care maintenance payments. The IV-E reviews periodically monitor the title IV-E agency’s compliance in meeting title IV-E eligibility requirements; validate the accuracy of the agency’s claims for reimbursement of title IV-E payments made on behalf of children in foster care, and identify and recover improper payments.

 

The IV-E reviews, through a systematic evaluation of case record and payment documentation, provide a snapshot of decisions about the child’s foster care episode and, thus, the agency’s child welfare practice and fiscal accountability. As such, the IV-E reviews help to ensure fiscal accountability, improve child welfare practice and support the goals of child safety, permanency, and well-being.

 

The Review Process

During the on-site review, the review team examines child case records, including placement and payment histories, court orders, provider licensing and safety documentation, and other relevant case materials. The review team completes a Title IV-E Foster Care Eligibility On-Site Review Instrument and Instructions for each case in the review sample in which at least one IV-E foster care maintenance payment was made for a period during the 6-month period under review. The review is conducted on site during a 5-day period.

 

Title IV-E agencies undergo a primary review and, when necessary, a secondary review. In a primary review, a sample of 80 foster care cases is examined. A finding of four or fewer error cases allows a title IV-E agency to be found in substantial compliance with the eligibility requirements. Title IV-E agencies determined in substantial compliance based on the primary review are reviewed at 3-year intervals. If five or more cases in the primary review do not meet federal requirements, the title IV-E agency is determined not in substantial compliance. Title IV-E agencies determined not in substantial compliance are required to develop and implement a Program Improvement Plan (PIP) to correct areas of noncompliance, improve performance on future reviews and strengthen overall program operation.
