I am leaning towards them being white hats.
If they were black hats, IMO, something would have materialized by now. As in, if they were dirty they could have produced some sort of 'evidence' even if they had to use their fake dossier creators to get it for them.
Rosenstein hiring those 93 attorneys probably has something to do with vetting Kavanaugh's records on the Clinton impeachment among other things. LOTS of witnesses to the first hand documents. Rosenstein acting agitated in the hearings probably came naturally - it would be agitating being treated like an enemy if you're not.
Just a guess tho.
