You talked about this with the comedian Trevor Noah the other day. And you said a number of things in a row. You observed that there had been contacts between members of Mr. Trump's staff and Russian officials. You noted that Trump benefited from the hacks. Your spokesman, Josh Earnest, has gone on to say this week that it's obvious that Trump knew what was going on. To what extent are you suggesting some kind of cooperation between the president-elect and Russian officials here?

Well, I'm, I'm not suggesting cooperation at all. Keep in mind that those statements were in the context of everyone now acting surprised by the CIA assessment that this was done purposely to improve Trump's chances. And my only point was that shouldn't be treated as a blockbuster because that was the worst kept secret in this town.

Everybody understood that. It was reported on. Steve, if you go back and look at your stories, if you read any mainstream publication, you would see that if you have a hack of the DNC and a hack of Hillary Clinton's most senior advisers' e-mails, and those things are then released in drip-drip-drip fashion over the course of months, and that seem to generate consistently negative coverage despite the fact that there's nothing in there that's particularly controversial, that it's mostly just, as I said, political gossip or routine emails between folks who are working in a campaign environment, then it's a pretty clear inference that people would draw, and did draw, that this was helping the Trump campaign and it was hurting the Hillary campaign.

That doesn't mean that the Trump campaign was coordinating. It just means that they understood what everybody else understood, which was that this was not good for Hillary Clinton's campaign. And when you combine that with the fact that the president-elect has been very honest about his admiration for Putin and that he hopes to forge a more cooperative relationship with him and focus on the threat of Islamic terrorism, then my only point was we shouldn't now suddenly act as if this is a huge revelation.

In October, we said, after being very careful about it because we had no interest in appearing as if we were putting our thumbs on the scales, we did what was almost unprecedented which was, every intelligence agency in the federal government arrived at a consensus, that the Russians had hacked the DNC. And the information that was now being released was as a consequence of a decision by Russian intelligence and Russian officials at the highest levels.

So what the CIA is now assessing, which was it was done purposefully to tilt the election in the direction of a particular candidate, shouldn't be a surprise to anybody. And in fact isn't a surprise to anybody.

And as I said before, the issue now is not relitigating the election. The issue now is for us to learn lessons so that we don't have an ongoing situation in every election cycle where you have substantial foreign influence in our campaigns.

World War II: German SS Fourth Reich Plans

British Intelligence Files

DOWNLOAD FILES

168 pages of British intelligence files covering plans by the German intelligence agency, Sicherheitsdienst des Reichsführers-SS, also known as the SD, to install a "stay-behind" organization in Europe for use after the end of combat, to work behind Allied controls to build a Fourth Reich.

The Sicherheitsdienst, which translates into English as Security Service, was the intelligence wing of the SS and the Nazi Party during World War II. The SD was considered a sister organization of the Gestapo.

DOCUMENTS IN THIS SET

MI5 FILE SF52-4-16

This 78 page file, not released by the British Government until September 2011, was titled, "MISCELLANEOUS INDICATIONS OF G.I.S. POST·WAR PLANS FOR CONTINUED ACTIVITY."

This set of reports dating from November 1944 to November 1949 contains various indications that the German Intelligence Service (G.I.S) had plans for continued activity despite defeat, after the end of World War II.

The file includes reports and assessments of the Sicherheitsdienst (SD) attempts to install a "stay-behind" organization in Europe for use behind Allied lines, after the cessation of hostilities, to build a Fourth Reich. The material includes a report on the interrogation of German intelligence official Heinrich von Berseviczy, which suggests that the survivors of the German Intelligence Service were attempting to regroup and reorganize, including the recruitment of new agents.

Plans included a postwar Abwehr. The Abwehr was the German military intelligence agency abolished by Adolf Hitler in 1944. The new Abwehr was to be based in a powdered milk factory in Switzerland, which had the "ostensible purpose of feeding undernourished German children after the war".

A MI5 memo based on the interrogation of German intelligence officer Bruno Nikoll states that, "They were planning the rebirth of Germany and were already beginning to work 'usefully'". The main purpose was to "make the allies post-war task as hard as possible," and to "ferment distrust between Americans and Russians".Various institutions would serve as a cover for agents including local tourist offices and libraries.

Highlights from this collection of documents include information concerning:

A captured German directive on guerrilla warfare dated April 1945, urging agents to work behind enemy lines in reconnaissance, espionage and sabotage.

An extract from a report of the interrogation of Juius Hagemann, mentioning the "Friedensorganisation" post war plan of the Abwehr.

A June 1945 report that various sources indicated that the SD was preparing to continue its work through the Reichspost, the German postal system. The report says that postal employees willing to do SD work were being trained.

>World War II: German SS Fourth Reich Plans

Revealed: The secret report that shows

how the Nazis planned a Fourth Reich

…in the EU

By Adam Lebor

Last updated at 10:30 PM on 09th May 2009

The paper is aged and fragile, the typewritten letters slowly fading. But US Military

Intelligence report EW-Pa 128 is as chilling now as the day it was written in November

1944.

The document, also known as the Red House Report, is a detailed account of a secret

meeting at the Maison Rouge Hotel in Strasbourg on August 10, 1944. There, Nazi

officials ordered an elite group of German industrialists to plan for Germany's post-war

recovery, prepare for the Nazis' return to power and work for a 'strong German empire'.

In other words: the Fourth Reich.

Plotters: SS chief Heinrich Himmler with Max Faust, engineer with Nazi-backed

company I. G. Farben

The three-page, closely typed report, marked 'Secret', copied to British officials and sent

by air pouch to Cordell Hull, the US Secretary of State, detailed how the industrialists

were to work with the Nazi Party to rebuild Germany's economy by sending money

through Switzerland.

They would set up a network of secret front companies abroad. They would wait until

conditions were right. And then they would take over Germany again.

The industrialists included representatives of Volkswagen, Krupp and Messerschmitt.

Officials from the Navy and Ministry of Armaments were also at the meeting and, with

incredible foresight, they decided together that the Fourth German Reich, unlike its

predecessor, would be an economic rather than a military empire - but not just German.

The Red House Report, which was unearthed from US intelligence files, was the

inspiration for my thriller The Budapest Protocol.

The book opens in 1944 as the Red Army advances on the besieged city, then jumps to

the present day, during the election campaign for the first president of Europe. The

European Union superstate is revealed as a front for a sinister conspiracy, one rooted in

the last days of the Second World War.

But as I researched and wrote the novel, I realised that some of the Red House Report had

become fact.

Nazi Germany did export massive amounts of capital through neutral countries. German

businesses did set up a network of front companies abroad. The German economy did

soon recover after 1945.

The Third Reich was defeated militarily, but powerful Nazi-era bankers, industrialists

and civil servants, reborn as democrats, soon prospered in the new West Germany. There

they worked for a new cause: European economic and political integration.

Is it possible that the Fourth Reich those Nazi industrialists foresaw has, in some part at

least, come to pass?

The Red House Report was written by a French spy who was at the meeting in Strasbourg

in 1944 - and it paints an extraordinary picture.

The industrialists gathered at the Maison Rouge Hotel waited expectantly as SS

Obergruppenfuhrer Dr Scheid began the meeting. Scheid held one of the highest ranks in

the SS, equivalent to Lieutenant General. He cut an imposing figure in his tailored grey-

green uniform and high, peaked cap with silver braiding. Guards were posted outside and

the room had been searched for microphones.
