Right now it is only needed for "domestic" travel, and entering govt buildings. It is speculated that they will require it to do other things like turn on utilities, buy groceries etc in the near future.
The whole thing sucks. Eventually it will be used to mandate getting vaccines etc, or you won't be able use it to do the "required" things that it does.

Trump doesn't need to use the Enemies Act. He can simply deport them for illegally entering the country.
