Richards Bay Minerals (RBM), which as SA’s largest mineral sands producer extracts titanium, iron, zircon and rutile from the vast mineral-rich sands of KwaZulu-Natal (KZN), has had a tough time expanding its operations in recent years.

 

A joint venture between mining behemoth Rio Tinto and SA communities, the company has had to put its Zulti South expansion project on hold since 2020 due to security concerns, which came to a head when GM Nico Swart was assassinated on his way to work in 2021.

These number gangs are secretive gangs in South Africa which are not studied properly. Though not much research is available about them but they are definitely prison gangs and operate outside the prison walls too in the drug market. A study of these number gangs can help prevent many crimes in this country of extreme high crime rate.

 

The 28s

 

They are the ones who have had sex and were raped in the gang, basically the sexual offenders. They agree to same sex relationships and normally work in the kitchens of the prison to share food equally. They are categorised into three groups, The Gold Line, The Silver Line and The Third Division.

 

The Gold Line

 

Otherwise known as blood line, they have entered this line by taking blood in stabbing a warder. They are all males.

 

The Silver Line

 

Also known as The Female Line, the designation of this group is for the females or the wyfies of the gang. They supply sexual favours to the Gold Line.

The notorious Numbers Gang in prisons now has a growing, fluid relationship with outside street gangs.

 

This was found in a master’s thesis at the University of Cape Town by Heinrich Veloen, a unit manager at the department of correctional services who has been working at Pollsmoor Prison in Cape Town for 29 years.

 

Veloen presented his findings during a webinar hosted by the Africa Criminal Justice Reform on Tuesday.

 

The three gangs — 26, 27 and 28 — have been around for 100 years and operate in all prisons in the country with their own secret codes and language, a hierarchal structure and ongoing tiffs with prison officials and inmates.

 

Veloen found the gang now has a large influence on street gangs, a concept which was previously not endorsed by the Numbers gang. This is because street gangs were regarded as “the fourth” camp and not allowed to be active in prisons, he said.

 

“Some factors forced the acknowledgment of street gangs … due to the drug trade. Street gang members started to enter prisons as Numbers gang members, while the Numbers gang members joined street gangs after release from prison. These two gang groups work closely together, for example, in smuggling contraband into prisons,” he said.

 

Major street gangs aligned with the 28s prison gang include the Terrible Josters, Mongrels, G-Units, the Firm, Mobsters and Junior Mafias.

 

Those mostly affiliated with the 26s and 27s are the Junky Funky Kids, Americans, Sexy Boys, Fast Guns, Clever Kids, Junior Cisko Yankees.

 

“One street gang which operates in Mitchells Plain and the Strand area is known as the 27s or Skombizo Boys and consists of predominantly 27 gang members who operate under the Numbers gang hierarchy. On admission to prison, they will undoubtedly be accepted as members of the 27 Numbers gang.

 

Out of 20 Numbers gang respondents, an overwhelming majority were involved in street gangs before entering prison.

 

Once released, the respondents said the knowledge acquired within the Numbers gang is transmitted into street gang processes, Veloen said.

 

“Doing time in prison and carrying the mark of the ‘Number’ constitutes political capital in the gang underworld.”

 

But his findings have exposed a slow response by the department of the correctional services to the shift in the dynamics between street and Numbers gangs, he said, urging the department to implement a gang combat strategy.

Prison gangs stand in a complex relationship to carceral institutions. At one level gangs on the inside of prison walls constitute a reactive and adaptive response to prisons as ‘total institutions'. But in turn, prison gangs have a formative influence on life inside the ‘total institution' – both for inmates and for prison authorities. The presence of an elaborate network of members of the so-called Numbers Gang is a well-known phenomenon in South African correctional facilities or prisons in short. The existence of the Numbers is widely associated with ongoing patterns of conflict and violence in South African prisons – between inmates and warders, between inmates, as well as between rival prison gangs. Whilst engaging the ‘problems' associated with the Numbers gang is central, rather than peripheral, to managing South African prisons according to constitutional guidelines, the Department of Correctional Services is yet to rise to the policy challenges. Substantive engagement with that policy challenge is in turn dependent on good research. This dissertation hopes to make a small contribution to that larger quest for understanding the social logic of prison gangs. This research sets out to investigate key facets of the Numbers gang in South African prisons. Drawing on my own experience of 26 years as a warden in Pollsmoor Prison in Tokai, Cape Town and on the relatively abundant academic literature on these gangs, and finally on face-to-face interviews with twenty former Pollsmoor inmates, I attempt to present an up-to-date account of the legends, the structure and operation of these gangs. This account explores the evolution of the Numbers gang; key initiation practices through which arrivals are integrated; the quasi-military command and rank structures of the three Numbers' divisions; the role and function of Sabela as a medium of communication, and the meaning of tattoos as a source of gang identification and cohesion. This account yields insights into the form, content, and impact of gangs in South African prisons. This dissertation confirms the major findings of the available literature while supplementing it with reference to contemporary developments. In particular, the dissertation draws on interviews with former Pollsmoor inmates to analyse the relationships between the Numbers Gang as a prison phenomenon, and the growing link with street gangs on the outside. Finally, the dissertation emphasises the urgency for the Department of Correctional Services to develop, refine and implement a national gang combat strategy duly informed by substantive research evidence.

Yesterday, we proudly marked the completion and official handover of the newly renovated Mbava Primary School, a transformative project made possible through a U.S. Department of Defense (DoD) humanitarian assistance program.

 

This initiative, envisioned before COVID-19, overcame numerous challenges and now stands as a symbol of resilience, community dedication, and the enduring partnership between the U.S. and Eswatini. The renovation and expansion include a brand-new administration building, two teacher housing units, and the transformation of a classroom block into a library, a home economics classroom, and an additional learning space.

 

Before this project, the school lacked an administration block, forcing the Head Teacher to work out of the kitchen storeroom, compromising confidentiality and efficiency. Today, the new facilities offer a safe and supportive environment that empowers students and educators alike.

AfriForum this morning again called for the prioritisation of farm attacks after an investigation into farm attacks by the US State Department’s Bureau for Democracy, Human Rights and Labor (DRL) found that farm attacks are indeed not “ordinary crimes”. The DRL released its findings following its mission to South Africa last night. Considering the bureau’s findings, which criticise local politicians’ failure to condemn the “Kill the Boer” chant, the civil rights organisation also demands that President Cyril Ramaphosa urgently condemn the chant in public.

 

The bureau found that farm attacks are not ordinary crimes, but that in certain documented cases, victims are tortured or murdered without anything being stolen.

 

AfriForum stresses that the ANC-led government’s failure to deal with farm murders with the necessary seriousness is further damaging the diplomatic relations between South Africa and the US.
