Yes, Sessions could. With all due respect, the issue is that RR is not complying with a Congressional oversight request/subpoena for documents. Sessions doesn't need to "know" any of the underlying facts of the SC case to order RR (and the FBI for that matter) to supply the documents and comply.
If anything Sessions knows from being a Senator that Congress is entitled to whatever documents they are regardless of topic. There are mechanisms to protect confidentiality and still supply the documents.
So all Sessions has to do is say, "Even though I am recsued fromt he facts fo the case, I am not recused from making sure all my staff compily with DOJ policy and constitutional requirements, which include a policy of cooperation between the executive branch ond Congress. As a former Senator I know and respect the oversight of Congress of the DOJ and FBI, therefore I have ordered RR to comply with whatever is requested. As I have said my entire career, transparency of government and respect to our constittuional structure is the paramount duty of all public servants/officials."
So in short, Sessions doesn't have to "know" anything at all.
