Let the free market work it out.
If carmakers want to sell cars in Europe AND the artificial barrier of tariffs is removed, then they will have to figure out what kind of cars Europeans would be interested in buying. That's market research and it's one of the automakers' core competencies. If the economic incentive (profit motive) is high enough they will figure it out. It might take a couple of years to get into production and make any significant impact on anybody's bottom line.
Governments should create (i.e. not artificially interfere with) a level playing field and then get out of the way.
