According to the organization chart signed off on by Session himself, all things go through RR, yet Huber was appointed by Sessions and reports to Sessions.
It seems like this would be advantageous because Sessions could stay briefed on the FBI misconduct probe and stay completely detached from the Russia investigation. If Huber reported to Rosenstein, it would create a problem because of an optics problem and the LEFT could say that RR could be feeding Sessions information he is recused from or is combining the FBI probe with the Russia probe.
This setup keeps them completely separate, and it is actually the RIGHT who attacks Sessions, and so when the whole thing blows up, if RR is taken down, Sessions will be able to step up, and no one on the LEFT should be able to call foul because he has been completely recused.
We all know that POTUS doesn't keep incompetent people around ("You're Fired!"), and the fact that Sessions is still around is the ultimate proof the Trump fully trusts Sessions and is doing a good job.
RR is taking all the heat right now, and Sessions recusing himself MUST have been part of the plan since the beginning, and it will likely be the checkmate move planned out since before the first pawn was moved.
