No, it is unlawful in every state to detain "for investigative purposes" without RAS of a crime. Even the most lax states require reasonable articulable suspicion of a CRIME, and in some states that's not even enough.
Reasonable articulable suspicion of a crime requires a totality of circumstances leading to a REASONABLE articulable suspicion of criminal activity.
Example: A cop sees someone on a public sidewalk recording the inside of cars with a camera without touching the cars. There is absolutely no reasonable articulable suspicion of a crime here, as recording alone is not only lawful but constitutionally protected and can not alone be used as RAS. Now if a cop also saw them trying to open multiple vehicle doors, then a totality of circumstances would support a reasonable articulable suspicion of a crime.
Cops are being trained to violate our rights on purpose, and the courts are violating our rights. Cops should have to articulate their RAS to us at the time of detention, not make something up later as the court supported. Our rights are not optional and those who violate them absolutely are domestic enemies.
