I know this may sound odd but I always thought the main factor between communism and socialism was the actual taking of property and distributing as they see fit.
Socialist actually do not believe this believe it or not. They do believe in massive regulation though usually. Large government however they do not take other peoples property and give it others.
So the Nazi although label as socialist where really communist.
So if someone says they are a socialist but really wants to take things to give them to others they are actually communist. They want a government that will take things from people and distribute them how they think is best. Most of the time this is to their friends and charities to money launder it back to themselves in some ways.
