Technically they didn't say "all persons" they said "any person" and it can be argued that because persons was defined as naturalized or born that "any" refers to the persons previously defined. But nevertheless, the 5th Amendment negates it because presentment to a Grand Jury when "public danger" exists is "reasonable cause" because those that are being rounded up already have a conviction and a "public danger" not only on it's own merits but based upon the countless conviction that have created a national crisis. So we are arguing the wrong point, due process is negated when "public danger" exists.
