I believe you are correct, that most of those suicides come from guilt. But what their counselors should point out, that means that they weren't all that bad after all, they did have a conscious. It should be taught then that the best way to remove that type of guilt is to do 7 times more good to combat the evil that was done. This will foster correction, and help absolve guilt.
