PITTSBURGH,Pa. - A resident of Butler, Pennsylvania, has been indicted by a federal grand jury in Pittsburgh with making threats to assault and murder President Donald J. Trump, other United States officials, and U.S. Immigration and Customs Enforcement (ICE) agents, Acting United States Attorney Troy Rivetti announced today.

 

The eight-count Indictment named Shawn Monper, 32, currently detained in the Butler County Prison, as the defendant. Monper was previously charged by federal criminal complaint with making the threats that are charged in the Indictment (read the criminal complaint news release here).

 

On April 9, 2025, the Federal Bureau of Investigation (FBI), with the assistance of the Butler Township Police Department, arrested Monper on the federal criminal complaint, with law enforcement at that time seizingthree handguns purchased by Monper between February and March 2025. After preliminary and detention hearings on April 14, 2025, the Court found that Monper was a danger to the community and ordered that he be detained pending trial.

 

The law provides for a maximum total sentence on each count of up to five or 10 years in prison, a fine of up to $250,000, or both. Under the federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

 

Assistant United States Attorney Brendan J. McKenna is prosecuting this case on behalf of the government.

 

The FBI and the Butler Township Police Department conducted the investigation leading to the Indictment.

Defendant Allegedly Took Part in Global Ransomware Scheme Using “Nefilim” Ransomware Strain

Earlier today, in federal court in Brooklyn, a superseding indictment was unsealed charging Artem Stryzhak with conspiracy to commit fraud and related activity, including extortion, in connection with computers, for his role in a series of international attacks using the Nefilim ransomware.Stryzhak, a Ukrainian citizen, was arrested in Spain in June 2024 and extradited to the United States on April 30, 2025.The arraignment will be held later today before United States Magistrate Judge Robert M. Levy.

 

John J. Durham, United States Attorney for the Eastern District of New York, and Christopher J.S. Johnson, Special Agent in Charge, Federal Bureau of Investigation, Springfield, Illinois Field Office (FBI), announced the charges.

 

“As alleged, the defendant was part of an international ransomware scheme in which he conspired to target high-revenue companies in the United States, steal data, and hold data hostage in exchange for payment. If victims did not pay, the criminals then leaked the data online,” stated United States Attorney Durham. “The criminals who carry out these malicious cyber-attacks often do so from abroad in the belief that American justice cannot reach them. The extradition of the defendant and today’s charges prove that they are wrong.”

 

Mr. Durham also thanked the Justice Department’s Office of International Affairs, Computer Crime and Intellectual Property Section, the FBI’s New York Field Office and the Government of Spain for their crucial assistance in securing the arrest and extradition from Spain of Stryzhak.

 

“The FBI has long recognized that combating international ransomware schemes requires strong partnerships,” stated FBI Special Agent in Charge Johnson. “The successful extradition of the defendant is a significant achievement in that ongoing collaboration and it sends a clear message: those who attempt to hide behind international borders to target American citizens will face justice.”

 

As alleged in the superseding indictment, Nefilim ransomware was deployed to encrypt computer networks in countries around the world, including in the Eastern District of New York. These ransomware attacks caused millions of dollars in losses, both from ransomware payments and damage to victim computer systems. The perpetrators of Nefilim typically customized the ransomware executable file for each victim, creating a unique decryption key and customized ransom notes. If the victims paid the ransom demand, the perpetrators sent the decryption key, enabling the victims to decrypt the computer files locked by the ransomware program.

 

In June 2021, Nefilim administrators gave Stryzhak access to the Nefilim ransomware code in exchange for 20 percent of his ransom proceeds. He operated the ransomware through his account on the online Nefilim platform, known as the “panel.” When he first obtained access to the panel, Stryzhak asked a co‑conspirator whether he should choose a different username from the one he used in other criminal activities in case the panel “gets hacked into by the feds.”

 

Nefilim’s preferred ransomware targets were companies located in the United States, Canada, or Australia with more than $100 million in annual revenue. Stryzhak and others researched the companies to which they gained unauthorized access, including by using online databases to gather information about the victim companies’ net worth, size, and contact information. In one exchange with Stryzhak in or about July 2021, a Nefilim administrator encouraged him to target companies in these countries with more than $200 million in annual revenue.

 

After gaining sufficient access to the victims’ networks, Stryzhak and his co‑conspirators stole data in furtherance of their scheme to extort ransom payments from them. Nefilim ransom notes typically threatened the victims that unless they came to an agreement with the ransomware actors, the stolen data would be published on publicly accessible “Corporate Leaks” websites, which were maintained by Nefilim administrators.

 

The charges in the indictment are allegations and the defendant is presumed innocent unless and until proven guilty. If convicted of the charge, Stryzhak faces up to five years’ imprisonment.

LONDON — Donald Trump and Volodymyr Zelenskyy’s dramatic Oval Office fallout in Februarywas “beneath America,” according to Trump’s predecessor as U.S. president Joe Biden.

 

In his first broadcast interview since leaving the White House in January, Biden took aim at Trump’s foreign policy record — and singled out the shouty confrontation in the White House which saw Ukraine’s president belittled by Trump and his Vice President JD Vance.

 

“I found it beneath America in the way that took place,” Biden told the BBC. “The way we talk about now that ‘this is the Gulf of America’, ‘maybe we’re going to have to take back Panama,’ ‘maybe we need to acquire Greenland’ … what the hell’s going on here?”

 

He added: “What president ever talks like that? That’s not who we are.”

 

Trump used the February meeting in the Oval Office to accuse Ukraine’s president of being insufficiently grateful for American support. The meeting ended without an agreement, though the pair later met at Pope Francis’ funeral and the two countries have now agreed a minerals deal.

 

Biden branded Trump’s approach to the war in Ukraine “modern day appeasement.”

“Listen to what [Russian President Vladimir] Putin said when he talked about going from Kyiv into Ukraine. And why. He believes it’s part of mother Russia,” Biden added.

Vance says Russia ‘asking for too much’ to end war with Ukraine

Vice President JD Vance said Wednesday that Russia is “asking for too much” to end its war with Ukraine, underscoring new frustrations in the Trump White House over its efforts to court Moscow on peace talks.

 

Speaking to the Munich Leaders Meeting in Washington, he said that the U.S. is focusing on a long-term settlement since Russia has rejected the U.S. call for a 30-day ceasefire. Moscow has said that sort of temporary pause is not in its strategic interest because it would allow Ukraine to regroup.

 

But he stressed that Russia is likely to have to make concessions — a sign that the Trump administration is willing to get more aggressive with Russian President Vladimir Putin.

 

“The Russians are asking for a certain set of requirements, a certain set of concessions in order to end the conflict. We think they’re asking for too much,” Vance said.

Laura Loomer hammers Trump ally for backing Medicaid cuts

The conservative activist is going after Brian Blase, who helped House Republicans draft a letter calling for slashing the program.

Far-right activist Laura Loomer is going after a prominent conservative health policy expert and former Trump administration official for his proposals to overhaul Medicaid — stoking larger intraparty tensions at a pivotal moment for negotiations over President Donald Trump’s “big, beautiful bill.”

 

In a social media post Monday, Loomer calledBrian Blase, the president of Paragon Health Institute, a “RINO Saboteur” for helping draft a letter circulated by 20 House conservatives that advocated for deep cuts to Medicaid in the GOP’s domestic policy megabill.

 

His role in writing the missive was first reported by POLITICO.

 

“In a shocking betrayal of President Donald Trump’s unwavering commitment to America’s working-class families, and his promise to protect Medicaid, [Brian Blase] … is spearheading a dangerous campaign to undermine the Republican Party’s midterm prospects,” Loomer said on X.

 

Fiscal hawks believe cuts to the safety net program will deliver necessary savings to finance Trump’s desired package of tax cuts and extensions, border security spending, energy policy and more. But Trump has also continued to insist there will be no provisions included in the bill that would result in cutting Medicaid benefits — though he hasn’t detailed how that might be the case.

 

Loomer accused Blase of “currently pressuring congressional Republicans to defy the President’s ironclad pledge to protect Medicaid— a program critical to the heartland voters who propelled Donald Trump to his election victories.”

 

Blase worked in Trump’s first administration as a special assistant to the president on the National Economic Council. He’s one of the most influential conservative health policy thinkers in Washington, frequently writing op-eds in the Wall Street Journal and publishing a mountain of policy papers pushing Medicaid reform.

 

In a statement Tuesday, Blase defended himself and his work.

 

“I am proud to have served President Trump for two and a half years at the White House, leading the implementation of his health care agenda,” Blase said. “Paragon shares the president’s commitment to reducing waste, fraud, and abuse in government programs and reversing the harmful health policies of the Biden administration — like California’s $10 billion scheme to put illegal immigrants on Medicaid.”

 

A Paragon spokesperson said last week the group sent a list of Medicaid reform principles to policymakers and that it “It appears that the excellent letter by [Texas GOP Rep.] Chip Roy and colleagues incorporated some of our ideas.”

 

It’s significant that Loomer would make Blase a target: She has a history of crusading against people she sees as disloyal to Trump, having in the past personally persuaded the president to fire several top national security officials over their perceived lack of sufficient fealty.

 

The situation also speaks to the broader friction within the Republican Party between the moderate and the populist wings — which are wary of benefit cuts — and the more traditional conservative faction — bent on making major changes to safety-net programs.

 

The divide has threatened to imperil the package central to Trump’s agenda as Republicans are under immense pressure to find savings for the bill.

 

Roy and a handful of House Republicans who are in touch with Blase are full steam ahead to force GOP leaders to pursue deeper cuts across Medicaid and other safety-net programs, which they argue need massive reforms to curb long-term spending.

 

Freedom Caucus members met Tuesday morning to discuss reconciliation and to try to push back on attacks that they’re gutting Medicaid, according to three Republicans with direct knowledge of the matter.

Kremlin asks Muscovites to be patient with Victory Day restrictions

Internet access on mobile devices has been limited as security is being ramped up due to Ukrainian threats

 

Kremlin spokesman Dmitry Peskov has urged Moscow residents to be patient with security restrictions this week during Victory Day celebrations marking the 80th anniversary of the defeat of Nazi Germany in World War II. Earlier, Ukraine had threatened foreign dignitaries visiting the Russian capital.

 

Muscovites have been reporting disruptions in mobile internet access since Tuesday, with providers attributing the issues to circumstances beyond their control.

 

During a press briefing on Wednesday, Peskov acknowledged that the government had implemented restrictions “for understandable reasons” and encouraged residents to bear with the inconvenience.

 

“We have to take into account the dangerous neighbor we are dealing with, so to speak,” he stated, referring to Ukraine.

 

Foreign leaders and envoys from 29 countries are set to attend Victory Day celebrations in Moscow on May 9, which will culminate with a traditional military parade on Red Square.

 

President Vladimir Putin has declared a unilateral ceasefire with Ukraine for three days during the celebrations. However, Kiev has refused to reciprocate, demanding an unconditional 30-day truce instead.

 

Ukraine’s Vladimir Zelensky has warned that his government cannot guarantee the safety of foreign leaders visiting Moscow.His chief of staff, Andrey Yermak, has posted a picture of his boss gazing at a burning Red Square with a line from a famous Soviet World War II-era song: “We have done everything we could to bring this day closer.”

 

At the same time, Ukrainian forces have intensified long-range drone strikes against Russia, including the capital.Previously, Kiev’s special services have allegedly used webcams to time detonations in various assassination plots.

 

“As Muscovites, we all certainly want Victory Day to be marked properly, and for all events to go as planned,” Peskov said. He added that the restrictions will likely remain in effect for the duration of the foreign guests’ stay in Russia.

 

Earlier in the week, Russian Foreign Ministry spokeswoman Maria Zakharova accused Zelensky of engaging in “classic terrorist behavior” by threatening civilians in Russia while soliciting additional funding from Western donors.

Russia hit by mass flight disruptions

 

Moscow airports have faced severe disruptions from Ukrainian drone strikes, stranding thousands of passengers

 

Ukrainian drone attacks across Russia sparked widespread travel chaos late Tuesday and early Wednesday, forcing multiple Russian airlines to cancel and reroute dozens of flights. Repeated airport closures in Moscow and multiple regions threw operations into disarray and left thousands of passengers stuck on parked flights or stranded in airports without accommodation.

 

Moscow Mayor Sergey Sobyanin reported that air defense systems shot down at least eight drones on Tuesday evening and another nine early Wednesday morning.

 

The wave of attacks marked the third consecutive day of drone assaults on the capital, just days ahead of the city’s May 9 Victory Day parade.

 

Aviation authorities grounded flights at Moscow’s Sheremetyevo, Domodedovo, Vnukovo, and Zhukovsky airports, as well as in the cities of Nizhny Novgorod, Kirov, Yaroslavl, Kazan.

 

Russia’s major carriers including Aeroflot, Pobeda, and S7 warned passengers to brace for disruptions on Tuesday and Wednesday. S7, pledged to provide full refunds for affected passengers or rebook them on alternative flights.

 

“The restrictions were imposed to ensure the safety of civil aircraft flights,” Artyom Korenyako, a spokesperson for Russia’s Federal Air Transport Agency, told reporters.

 

Residents in the Ryazan, Tula, Orel, and Moscow regions reported seeing waves of drones flying toward the Russian capital.

 

The closures come as Russia expects 29 foreign leaders to attend the Victory Day military parade in Moscow later this week.

 

Chinese President Xi Jinping, who will arrive for a full state visit and Brazilian President Luiz Inacio Lula da Silva are among the expected attendees, according to Kremlin foreign policy aide Yury Ushakov. Serbian President Aleksandar Vucic and Slovak Prime Minister Robert Fico will be the only European leaders present at the parade.

 

The head of Kiev’s Center for Countering Disinformation Andrey Kovalenko has said on his Telegram channel that Ukraine’s overnight attacks targeted the Kubinka airbase in Moscow region, as well as the Shaykovka airfield in Kaluga region.

 

The attacks come despite Russian President Vladimir Putin’s announcement of a unilateral ceasefire from midnight May 7 to midnight May 11. Framed as a humanitarian gesture to commemorate the 80th anniversary of the Soviet victory over Nazi Germany, the Kremlin said the three-day pause was also intended to open the door to potential “direct negotiations with Kiev without preconditions.”

 

Kremlin spokesperson Dmitry Peskov confirmed on Wednesday that despite the latest attack, the ceasefire declared by the Russian president remains in effect.

 

“This is an initiative by the Russian side, by President Putin. It remains in force,” he told reporters.

‘Absolute insanity’ – Hungary slams EU plan to halt Russian energy imports

The European Commission has announced plans to eliminate the purchase of gas, nuclear fuel, and oil from Russia by the end of 2027

 

The European Commission’s plan to completely phase out Russian fuel imports violates the sovereignty of EU member states by depriving them of the right to choose their energy sources, according to Hungarian Foreign Minister Peter Szijjarto.

 

Brussels has outlined plans to end the bloc’s energy reliance on Moscow by completely eliminating imports of oil, gas, and nuclear fuel in the coming years.

 

Hungary obtains over 80% of its gas from Russia via pipeline, with LNG playing a supplementary role. Budapest has continued to strengthen its energy ties with Moscow despite the sanctions introduced by the EU in the wake of the Ukraine conflict.

 

“The forced, artificially ideological-based exclusion of natural gas, crude oil, and nuclear fuel originating from Russia will lead to severe price increases in Europe, seriously harming the sovereignty of European countries, and cause major difficulties for European companies,”Szijjarto said in a video he shared on his Facebook page on Tuesday, adding that “what was announced is absolute insanity.”

 

“Everyone in Brussels has lost their common sense,” the foreign minister exclaimed, emphasizing thatBudapest would not allow the European Commission (EC) to violate Hungary’s sovereignty and would “uphold the right to source energy from where it reliably arrives and where it arrives at a low cost.”

 

Earlier in the day, the EC published a “roadmap”outlining its ambitious strategyto end reliance on Russian energy by the end of 2027. The bloc’s executive branch said it would propose legislation in June requiring all member states to draft “national plans” to terminate their imports of Russian gas, nuclear fuel, and oil.

 

Slovakia’s Prime Minister Robert Fico also criticized the plan, calling the proposal “economic suicide.” He added that Slovakia would push for changes in the legislative process.

 

Brussels announced its intention to wean EU members off Russian energy shortly after the escalation of the Ukraine conflict in February 2022.Supplies of US liquefied natural gas (LNG) have since replaced much of the cheaper pipeline gas previously delivered by Russia.

 

Although Russian pipeline gas supplies to the EU have plummeted, the bloc has been increasing its imports of LNG from the sanction-hit nation. Last year,Russia still accounted for around 19% of the EU’s total gas and LNG supply, according to the EC.

EU nation backtracks on Ukraine F-16s promise

 

Kiev will only receive the jets once Belgium gets F-35s from the US, Brussels’ defense minister has said

 

Belgium will only be able to deliver F-16s to Ukraine “in the years to come,” Defense Minister Theo Francken has said, after his country initially promised to provide Kiev with jets last year. Brussels must first receive its own delivery of F-35s from the US, Francken stated.

 

Belgium – along with fellow NATO members Denmark, the Netherlands, and Norway – pledged in 2023 to arm Kiev with up to 80 F-16s after receiving permission to do so from the administration of then-US President Joe Biden.Last year, Ukraine received about 20 of the aircraft from Denmark and the Netherlands.

 

Speaking at an event organized by the Atlantic Council think tank in Washington on Tuesday, Francken claimed Belgium was Kiev’s “biggest supporter on the air domain,” despite his country not yet providing Ukraine with any planes.

 

Brussels is “delivering 30 working F-16s [to Ukraine] in the years to come, as soon as possible,” he added.

 

Francken explained the delay by saying that “when we have our F-35s [from the US], we will give the F-16s because we have DCA (Dollar Cost Averaging) capacity in Belgium.”

 

He insisted that Belgium is “very forward leaning” towards Kiev and “will support [Vladimir] Zelensky and every Ukrainian because it is very important.”

 

Last month,Belgian Prime Minister Bart De Wever said the country will send two non-operational F-16s to Ukraine to be used for spare parts by the end of 2025.

 

De Wever also announced that Brussels will provide €1 billion ($1.1 billion) in military support to Kiev annually. According to Francken, the package “will pass the government within a few weeks.”

 

Last week, the US approved a $310.5 million deal to sustain Ukrainian-operated F-16s, which includes training, spare parts, aircraft modifications, logistics assistance, and software support for the fourth-generation aircraft.

 

The Defense Ministry in Moscow reported in April that Russian air defenses had shot down an F-16, making it the second confirmed loss of a US-designed jet operated by Ukraine.

 

The Ukrainian authorities initially claimed that F-16s would be a game-changer in the conflict with Russia. However, their use in combat has been limited, with the aircraft mainly being deployed away from the contact line for air defense purposes.

German Chancellor Friedrich Merz has told the US government to “stay out” of his nation’s domestic politics. It comes after Trump administration officials slammed the designation of Germany’s second-largest party, Alternative for Germany (AfD), as an “extremist”organization.

 

Following the move last week by Berlin’s domestic intelligence agency, the BfV, US Vice President J.D. Vance said the “German establishment” had “rebuilt” the Berlin Wall. US Secretary of State Marco Rubio, in turn, declared that the EU’s largest economy has become “a tyranny in disguise” and called upon the German authorities to change course.

 

Merz, who was elected chancellor only after failing his first confirmation vote in parliament, told the broadcaster ZDF onTuesday that “absurd observations” were emanating from Washington regarding the treatment of the right-wing party AfD by German authorities.

 

The chancellor stressed he “would like to encourage the American government… to largely stay out of” German domestic politics.

 

The 69-year-old politician noted that he “did not interfere in the American election campaign” last year, which ended with Trump winning a second term in the White House.

 

He also expressed his belief that US politicians should not support AfD because they “can clearly distinguish between extremist parties and parties of the political center.”

 

Merz said he is planning a phone call with Trump on Thursday, with their first face-to-face meeting set for the NATO summit in the Hague on June 24 and 25.

 

When asked about the possibility of AfD being outlawed in Germany altogether, the chancellor said the German government needed to show restraint on the issue. “Ten million AfD voters, you cannot ban them,” Merz argued. He said the ruling CDU/CSU alliance should instead focus on addressing the causes pushing people to vote for the right-wing party.
