Do you believe that there is a, "one size fits all," solution?
I find it interesting that the dems seem to have co-opted so many of the coastal states. If you were trying to, "import" certain illegal things, what would be useful to do? Control the ports of ingress? Perhaps create staging areas in that state? Gotta coordinate that distribution network.
