Actually the POTUS is the Chief executive of the the entire law enforcement branch for civilians and also Commander in Chief of the US Military and Pentagon, those powers were designed as such to bridge authorities in case of violations of the 5th Amendment where "public dangers" are present without presentment to a court or Grand Jury.
