You mean those guys who terrify female workers by filming them until they get so scared they call the cops. You never see them filming construction workers or burly road crew. Because they wouldn’t be able ti get cops called by hard hat wearers with shovels and asphalt blisters.
Yep it’s legal to film female public employees! But it’s stalky creepy and threatening. That’s the hook. You have to make someone fearful enough to call cops.
