If companies say they won't hire foreigners, they will use a proxy-staffing company- who does. Same thing with job adds saying they won't sponsor visas. "They" won't, but the staffing agency, who becomes the middleman, will.

Remember, Trump says they will create jobs- doesn't say who is going to get them.

 

It's the same playbook. Move companies outside of U.S. to employ cheap labor, move companies back to U.S. and import cheap labor. Same playbook.
