They obviously think Barron is Q, as the B starts under the 17 shells. So it was a double hit planned, afaiac. But Barron was too young at the time to get a Q clearance, so he could have never been Q, and anyways that takes years of loyalty, testing, and dedication before they hand that out. Remember also, a hit on a family member or even a pet that you love is a win to the DS, because of the psychological control it causes.
