If you want to see how they run the foster kid ops - watch 2016's "Hunt for the Wilderpeople" … It's all there. Taika Waititi mocks their symbolism throughout. The movie was meant to be under the radar as a comedy and subtley show what happens to children in the system. e.g. Five eyes keeps tabs on them and they give the kids cellphones.
It's a genius film and if you've seen deadpool 2 - you know it's anti-pedo - they got the kid from wilderpeople to co-star in it.
Deadpool 2 was a confirmation of wilderpeople and an emphatic "you know we know and we're coming for you now" message to the sick ones.
