They always go after the parents, because if they did not scare the shit out of the parents, when the parents got over the shock of losing their children, they would mentally process what really happened. MANY parents would sue.
Threatening the parents with jail keeps their mind on a completely different threat, and keeps the anxiety high.
IMHO this is what "shaken baby syndrome" was all about too.
Wonder how many of THOSE deaths were within 2 weeks of a vaccine.
