By criminalizing access to federally protected hemp therapies, Texas lawmakers have handed disabled Texans a harsher penalty than street weed users—and handed the cannabis market to cartels and corporate monopolies.
While recreational marijuana remains illegal statewide, it is functionally decriminalized or deprioritized in several urban jurisdictions. Shockingly, Texas lawmakers have suddenly decided to target a different group entirely: disabled Texans turning to legal hemp products for relief. Senate Bill 3 (SB3) bans nearly every therapeutic cannabinoid except CBD and CBG—even those explicitly legalized by the 2018 Farm Bill.
