EU Unveils Black Sea Maritime Security Strategy Amid Escalating Threats

The European Union has announced a new strategic initiative for the Black Sea region, with maritime security and connectivity at its forefront. The strategy introduces a dedicated Black Sea Maritime Security Hub aimed at strengthening maritime safety, protecting critical infrastructure, and enhancing regional cooperation on demining operations.

 

“An active role of the European Union is crucial in advancing security and peace in the Black Sea region especially with Russia’s war of aggression against Ukraine,” stated EU President Ursula von der Leyen.

 

The initiative comes at a critical time, as Russia’s invasion of Ukraine has severely destabilized the region, bringing security to its lowest point since the Cold War. The Black Sea’s strategic importance as a pivotal gateway linking Europe, the South Caucasus, Central Asia, and the Mediterranean makes its stability crucial for international trade, food security, and energy security.

 

A series of recent incidents, including a drone strike on Russia’s Boyko Towers oil platform and attacks on Ukrainian ports, have created a highly volatile environment. Security analysts now assess the likelihood of intensified attacks on Black Sea shipping at 70-80%, with elevated threats from naval mines and GPS interference.

 

The EU strategy will mobilize investments through the Global Gateway Strategy, bringing together EU institutions, Member States, and European financial institutions in a coordinated effort. Key partners in the initiative include Ukraine, the Republic of Moldova, Georgia, Türkiye, Armenia, and Azerbaijan.

 

A particular focus will be placed on developing transport, energy, and digital networks to establish the Black Sea region as a vital corridor connecting Europe with Central Asia. The strategy also addresses environmental concerns, including war-related environmental damage and climate change risks.

 

The initiative builds upon the existing Black Sea Synergy framework, established in 2007, and will complement the Common Maritime Agenda for the Black Sea.

U.S. Maritime Power in Decline: New Report Reveals Critical National Security Risks

A new report released today by the Open Markets Institute paints a dire picture of America’s diminishing maritime capabilities, highlighting unprecedented risks to national security and economic independence.

 

Transportation policy analyst Arnav Rao’s report, “Charting a New Course: Steering U.S. Maritime Policy Towards Security and Prosperity,” reveals startling statistics: while 80% of U.S. international trade by weight travels by sea and 90% of military equipment relies on maritime transport, the United States produces a mere 0.13% of the world’s large commercial vessels.

 

Meanwhile, China has secured dominance over maritime logistics, manufacturing 60% of new ships and controlling crucial aspects including container production and port crane manufacturing.

 

The situation has already begun impacting military readiness. In 2024, the Navy had to sideline 17 support vessels due to crew shortages. More concerning still, the U.S. currently has access to fewer than 15 fuel tankers, despite requiring over 100 for any major Pacific conflict.

 

According to the report, the roots of this crisis trace back to the 1980s, when deregulatory policies dismantled the framework that treated ocean shipping as a public utility. This shift enabled foreign-owned carrier cartels to dominate shipping lanes and marginalize U.S.-flag carriers.

 

The COVID-19 pandemic exposed these vulnerabilities when foreign shipping alliances rejected hundreds of millions of dollars’ worth of U.S. agricultural exports, preferring to return empty containers to China for more profitable cargo opportunities.

 

“This is not just a matter of investment or tariffs,” Rao stresses. “What we need is a return to a public-interest model—one where government regulates ocean shipping to serve national and economic needs, just as we did successfully throughout much of the 20th century.”

 

The report advocates for comprehensive reform, including renewed public investment in shipbuilding and infrastructure, strengthened fair-market rules under the Federal Maritime Commission, and enhanced antitrust enforcement to counter foreign shipping cartels.

 

While such reforms might initially increase some shipping costs, the report argues that long-term benefits—including enhanced national security and economic independence—far outweigh short-term expenses. Public investment could help U.S. shipyards compete with heavily subsidized facilities in Asia, while fair market rules could foster innovation and efficiency in ocean shipping.

Shipbuilder HD Hyundai Launches Korea’s First Humanoid Robot Project

South Korean shipbuilder HD Hyundai is leading Korea’s first welding humanoid initiative in partnership with two global AI and robotics leaders.

 

HD Korea Shipbuilding & Offshore Engineering (HD KSOE) and HD Hyundai Robotics have partnered with Persona AI and Vazil Company to develop humanoid robots capable of performing complex welding tasks in shipyard environments.

 

The collaboration, formalized through a Memorandum of Understanding signed in Houston, Texas on May 7, 2025, aims to address growing labor constraints in heavy industry, particularly in high-risk trades like welding.

 

Under the agreement, Persona AI will spearhead the development of humanoid hardware and AI-based control systems, while Vazil Company will focus on welding tools and industrial testing environments.

 

HD KSOE will facilitate deployment in its operated shipyards and provide engineering data, with HD Hyundai Robotics contributing welding-path AI training data and performance validation.

 

The initiative represents Korea’s first welding humanoid project, with prototype completion targeted for late 2026 and field testing and commercialization set to begin in 2027. The project aims to enhance both production efficiency and workplace safety in shipyard operations.

 

“Welding humanoids will not only boost productivity but also significantly reduce the burden on workers and greatly enhance safety,” said HD KSOE Senior Vice President Dong-ju Lee. “By developing robots optimized for shipyard tasks, we aim to set a new paradigm in shipbuilding automation. Our goal is a smart shipyard where humans and intelligent robots collaborate seamlessly.”

 

Unlike traditional industrial robots, these humanoid systems will be equipped with advanced capabilities for observation, reasoning, and decision-making.

 

“Unlike conventional robots that focus solely on repetitive tasks, these robots must be able to observe, reason, and make decisions,” explained HD Hyundai Robotics Vice President Young-hoon Song.

 

Persona AI CEO Nicolaus Radford highlighted the strategic importance of the shipyard deployment: “As heavy industry faces growing labor constraints—especially in high-risk trades like welding—the need for rugged, autonomous humanoid robots is more urgent than ever. This partnership with HD Hyundai and Vazil is more than symbolic—deploying to the shipyard is one of the largest real-world proving grounds for Persona’s tough, humanoid robots.”

 

The collaboration marks a significant step forward in industrial robotics, combining HD Hyundai’s shipbuilding expertise with Persona AI’s advanced robotics capabilities and Vazil’s manufacturing prowess.

 

As the project moves toward its 2027 deployment target, it could set new standards for human-machine collaboration in not just shipbuilding, but all heavy industries.

US Navy Removes Officer in Charge of Building Frigates and Unmanned Ships

The U.S. Navy has removed the admiral who was in charge of its new frigate program and its unmanned-vessel programs, the service announced Tuesday.

 

In a statement, the Navy said that Rear Adm. Kevin Smith - program executive officer for unmanned and small combatants (PEO USC) - was relieved of command on Tuesday. The message was unusually specific: the Navy said that the action was "based on a complaint substantiated by an Office of the Naval Inspector General investigation." It is very rare for the service to acknowledge an investigation when it announces the removal of a senior officer.

 

PEO USC designs, buys and maintains the Navy's small surface combatants. This includes the troubled and truncated Littoral Combat Ship program; the much-delayed Constellation-class frigate program; and the service's endeavor to design, build and use unmanned vessel technology, like the proposed Medium Unmanned Surface Vessel (MUSV).

 

The decision to remove Adm. Smith was made by Dr. Brett Seidle, Acting Assistant Secretary of the Navy for Research, Development and Acquisition, an experienced career official with years of service in running and auditing Navy R&D programs.

 

For now, Rear Adm. Smith's former command will be headed by its most senior civilian leader - Melissa Kirkendall, the executive director of the division. Kirkendall, an electrical engineer by training, has 30 years of experience in the Navy's R&D establishment. No uniformed officer has been named to step into Rear Adm. Smith's post.

 

Rear Adm. Kevin Smith spent much of his career in NAVSEA's Integrated Warfare Systems program office, working on the AEGIS system and then on the truncated DDG 1000 (Zumwalt) destroyer program. He ran the Constellation-class frigate acquisition program from its early phases through 2023, when he took over as head of PEO USC.
