Last time I called the cops was for a hit and run, a drunk hit my wife and I in our car and took off. We called the cops, a female cop was PISSED we called, claiming it wasn't much damage (it was like $1500) and when another cop found the driver and wanted my wife to ID him, the female was pissed again. She also snapped at us when we asked a question, and we had done NOTHING wrong. I still think she knew the guy.
When I was a teen, I watched the government "hero" hiding behind their vehicle while my dad, an unarmed truck driver, talked down a man with a .357 pointing it at a little girl because he was mad and wanted to kill her dog.
They take too long to get there and they're useless when they do get there. People have been deceived into relying on government "thugs" rather than taking care of their own communities.

First, when not operating a vehicle, depending on the state, to demand ID they MUST either:

Have reasonable articulable suspicion you have, are, or about to commit a crime based on a totality of circumstances/facts. For instance, a cop sees you walking down the street looking in cars and recording in them. There is no totality of circumstances to support RAS of criminal activity there, because the only facts known are the man exercising a constitutionally protected activity. Now, if he watched you and observed you ALSO had a slim-jim in hand, or tried a few different car doors, the totality of circumstances would support RAS. This has been upheld in court btw.

There is NO STATE in which you must present ID simply because a cop asks when not operating a motor vehicle. If you're operating a motor vehicle in a state where you agree to it when you get your license, it still has to be a lawful stop.
