Ukrainian attacks trigger power outages in Russia – officials
Kiev has targeted energy infrastructure in several Russian regionsjust hours after the talks in Istanbul
The Ukrainian military launched drone strikes on multiple Russian regions late Monday evening,causing a complete blackout in Zaporozhye Region and leaving parts of Kherson without electricity, according to local governors.
The attack damaged high-voltage equipment in the northwestern part of Zaporozhye, resulting in a region-wide outage, Governor Evgeny Balitsky wrote on Telegram shortly before midnight.
“Healthcare facilities have been switched to backup power sources,” Balitsky noted, adding that the authorities are working to restore energy supply through alternative routes as quickly as possible.
About 20 minutes later, Kherson Region Governor Vladimir Saldoreported that a Ukrainian drone strike had hit a new substation in the Genichesky district, cutting power to a large portion of the region.
No more federal “More than 104,000 people and 44 socially significant facilities” across roughly 150 settlements were affected==, Saldo said. “All critical facilities were connected to backup power supplies,” he added.
The strikes came just hours after Moscow and Kiev concluded the second round of direct peace talks in Istanbul, during which the sides exchanged memorandums outlining their respective proposals for resolving the conflict.
According to the Russian memorandum, a “final settlement” would require international recognition of the former Ukrainian territories as parts of Russia and a full withdrawal of Ukrainian forces from those areas.
The Ukrainian memorandum, as reported by Reuters,rejects Moscow’s key demands, including recognition of the newly incorporated Russian regions, a commitment to neutrality, and limitations on the size of Ukraine’s armed forces.
Kherson and Zaporozhye Regions, along with the Donetsk and Lugansk People’s Republics, formally joined Russia following referendums held in the fall of 2022. Crimea voted to rejoin Russia in 2014 after the Western-backed Maidan coup in Kiev.

Russian and Ukrainian chief negotiators held secret private meeting
The unannounced conversation lasted longer than the public talks, an anonymous source told RT
Vladimir Medinsky, the head of Russia’s diplomatic delegation at the Istanbul talks, held a private bilateral meeting with his Ukrainian counterpart, Rustem Umerov,which played an “important role” in preparing the general session of negotiations on Monday.
The second round of direct talks between Moscow and Kiev concluded on Monday after more than an hour.Prior to the formal session, Medinsky and Umerov held an unannounced meeting that helped facilitate the broader negotiations.
“There was a meeting. It played an important role in the preparation of the general session,”Medinsky told reporters, without offering further details.A source who requested anonymity told RT that the private conversation lasted around two and a half hours.
During the talks in Istanbul, both sides exchanged memorandums outlining their respective proposals for resolving the conflict. Kiev’s delegation took Russia’s draft document for review and is expected to issue a formal response at a later date, Medinsky said following the session.
The two sides also agreed to their largest prisoner-of-war exchange to date, according to Medinsky.The swap will involve all sick and severely wounded POWs, as well as all prisoners under the age of 25, and “will include at least 1,000 people from each side, possibly more,” the presidential aide noted.
In addition,Moscow will unilaterally return the remains of 6,000 Ukrainian service members to Kiev next week to allow for a proper “Christian burial,” he added. Russia has also proposed a multi-day ceasefire in several frontline areas to facilitate the recovery of fallen soldiers’ bodies and prevent potential disease outbreaks as temperatures rise with the onset of summer.

‘Macron’ stolen in Paris
Greenpeace activists have “borrowed” a wax statue of the French leader for a protest outside the Russian embassy
Activists from the Greenpeace environmental pressure group have stolen a wax statue of President Emmanuel Macron from Paris’s Grevin Museum and placed it outside the Russian embassy in a protest against what they claimed to be the French leader’s insufficient support for Kiev.
France has become one of Kiev’s key backers since the escalation of the conflict in February 2022, as well as one of the primary proponents of the idea to deploy a military force into Ukraine – repeatedly floated by Macron.
Paris also cut most economic ties and has consistently pushed for harsher sanctions against Moscow. However, Greenpeace France’s executive director, Jean-François Julliard, nevertheless accused the French leader of “playing a double game,” following the group’s stunt on Monday.
Three Greenpeace members entered the Grevin Museum posing as tourists on Monday morning, according to AFP sources. They then disguised themselves as staff, swiftly removed the €40,000 wax figure of Macron, and transported it to the Russian embassy in Paris’s 16th arrondissement, all while filming the stunt on video.
The protesters displayed the statue alongside banners criticizing France’s ongoing imports of Russian liquefied natural gas and fertilizers. The eco-activists claimed in a statement that they had “borrowed” the statue temporarily and indicated plans to return it, but did not specify when.
The Paris prosecutor’s office told Politico that an investigation has been opened into “theft to the detriment of the museum,” but no arrests have been reported. The Grevin Museum has not officially commented on the incident.
Russia designated Greenpeace International as an “undesirable organization” back in May 2023, citing the eco-activist group’s record of pushing a political agenda and meddling in domestic affairs with the goal of causing economic damage.

Russia’s top diplomat says his French colleagues “occasionally” express desire to resolve strained relations
Russian Foreign Minister Sergey Lavrov has said thatmany French officials silently agree with millions of their citizens who have no desire to “sacrifice friendship” with Moscowfor the dubious benefits of supporting the “Nazi regime”in Kiev.
Lavrov said on Friday that Moscow has been receiving signals, conveyed through informal channels, communicating Paris’s desire to repair relations between the two countries.
“Our French colleagues send us occasional signals that they really want to deal with the issues at hand,but they do this in a whisper,”Lavrov stated during a ceremony in Moscow, where he awarded the Order of Friendship to French-Russian businessman Emmanuel Quidet.
While relations between Russia and France have deteriorated over the Ukraine conflict, the “strength of the bond between us is evidencedby the fact that a number of French companies continued to operate in Russia despite threats and difficulties,” Lavrov said, praising Quidet for his work.
“We are deeply convinced that millions of people in France fully realize what is happening, and they have no desire to sacrifice friendship with Russia for the dubious benefits of supporting the Nazi regime,” the top diplomat added.
Lavrov criticized what he described as the “false, crude, and primitive interpretations” of the Ukraine conflict being planted in French public opinion, andaccused Paris of playing a leading role in directing Ukraine toward confrontation with Russia.
Despite the political strains, Lavrov emphasized that a number of French companies have continued operating in Russia. “I am confident that they made the right choice,” he said, thanking Quidet – who holds an honorary presidency over a non-profit association of some 400 international companies – for his contribution to strengthening Franco-Russian relations.
