State begins rolling out expanded student visa vetting — starting with Harvard

 

The State Department has told U.S. consulates and embassies to immediately begin reviewing the social media accounts of Harvard’s student visa applicants for antisemitism in what it called a pilot program that could be rolled out for colleges nationwide.

 

The cable signed by Secretary of State Marco Rubio, obtained by POLITICO, was sent late Thursday. It says consular officers should “conduct a complete screening of the online presence of any nonimmigrant visa applicant seeking to travel to Harvard University for any purpose.” The policy, while primarily affecting students, will also include faculty members, researchers, staff members and guest speakers at Harvard.

 

The policy will take effect immediately, per the cable. The State Department did not immediately respond to a request for comment.

 

The document puts into motion a proposal the Trump administration floated earlier this week for expanded social media vetting of all foreign students applying to U.S. colleges, pausing new appointments for student visa applicants in the meantime. Increased social media vetting did already exist, but it was previously primarily intended for returning students who may have participated in protests against Israel’s actions in Gaza.

 

Notably, State Department leadership wants consular officers to consider “whether the lack of any online presence, or having social media accounts restricted to ‘private’ or with limited visibility, may be reflective of evasiveness and call into question the applicant’s credibility.” The cable also instructs consular officers to inform applicants with private social media accounts that they could be viewed as evading vetting and request they make their accounts public while the Fraud Prevention Unit reviews their case.

 

It also adds to the White House’s battle with elite academic institutions over alleged mishandling of cases of antisemitism during campus protests in response to Israel’s military operations in the Gaza Strip against militant group Hamas.

 

The cable specifically identifies antisemitism and antisemitic viewpoints as the focus for consular officers but does not spell out what specifically would rise to the level of inadmissible antisemitism in the eyes of State Department leadership. It says that the Harvard review process “will also serve as a pilot for expanded screening and vetting of visa applicants” and that “this pilot will be expanded over time,” indicating it will likely reach other universities in the Trump administration’s crosshairs.

 

The new guidance comes as the U.S. government continues its showdown with Harvard for alleged failures to address antisemitism on campus amid the Israel-Hamas war in the Gaza Strip. The federal government has stripped Harvard of billions in research funding and entered in dueling litigation with the Cambridge, Massachusetts, school. It had also suspended Harvard’s ability to enroll international students by briefly blocking visa applications before that decision was blocked by a federal judge.

 

It also comes as the administration has targeted other academic communities, including Chinese nationals studying at U.S. colleges and universities. Rubio said Wednesday the administration would “aggressively revoke” visas of Chinese nationals studying in sensitive fields, the potential implementation of which has flummoxed State Department officials.

Chinese Discount e-Commerce Platform Temu's US Daily Users Plummet 58% Following End of Tariff-Free Shipping Loophole

 

Daily US users of Chinese discount e-commerce platform Temu fell 58% in May following the White House’s elimination of the “de minimis” trade provision that allowed tariff-free shipping of low-value packages from China, according to market intelligence firm Sensor Tower.

 

The dramatic user decline reflects mounting challenges for PDD Holdings’ global platform amid escalating US-China trade tensions.

 

Temu responded to the policy change by slashing US advertising spending and restructuring its order fulfillment strategy after losing the competitive advantage that had enabled years of direct-to-consumer shipping from Chinese suppliers.

 

President Donald Trump’s sweeping trade tariffs have forced both Temu and rival fast-fashion platform Shein to raise prices, but Temu has struggled more significantly than its competitor.

 

While Shein has managed to increase average customer spending compared to a year ago, Temu has failed to maintain similar growth momentum, according to data from consultancy Bain & Company.

 

“While the tariff environment is uncertain, if the status quo remains for an extended period, we believe Temu’s competitive threat will continue to weaken,” Morgan Stanley equity analyst Simeon Gutman wrote in a May research note, citing significantly reduced engagement following the exemption’s end.

 

PDD Holdings’ first-quarter earnings fell short of growth estimates, with executives acknowledging during analyst calls that tariffs created significant pressure for merchants on the platform.

 

The company reiterated pledges to maintain stable pricing while working with merchants across different regions.

 

Temu has shifted from its original business model, where the company managed logistics, pricing, and marketing while merchants handled ordering and supply.

 

Under the new local fulfilment approach announced in early May, merchants must handle tariffs, customs charges, and documentation for individual orders shipped from China to Temu-partnered US warehouses.

 

The platform continues managing order fulfilment near customers, price setting, and online operations under the revised structure.

 

Despite US challenges, HSBC analysts noted that Temu’s growth in non-US markets has accelerated, with international users representing 90% of its 405 million global monthly active users in the second quarter.

 

“New user uptick grew swiftest in less affluent markets,” HSBC analysts observed, suggesting Temu is finding success in emerging economies despite US headwinds.

 

The policy changes have effectively ended years of competitive advantage that Chinese e-commerce platforms enjoyed through the de minimis provision, which exempted packages valued under $800 from tariffs and simplified customs procedures.

 

Both Temu and Shein had built business models around this loophole to offer ultra-low prices to American consumers.

 

Temu did not respond to requests for comment regarding the user decline or broader US market challenges facing the platform.

It's like hand everyone over 18 around ~$1200 a year if you saved $300 billion a year. Doesnt sound like much but that's like a new PC every year. so the higher you get the savings up the more per person gets assuming you did it the stimulus package route. At least foreign adversaries who are trying to kill us don't get the money anymore.
