The game is, is that when they get caught and appear before Congress, instead of admitting guilt, they just pay a fine to Congress and victims are never compensated, just like they do when Wall street gets caught. They are partners in crime, Congress will not risk suffering also their AIPAC money, so just take their cut. This pattern has been repeated over and over and over again.
